City Street Maintenance Division in the amount not to exceed $700,000 annually
for fiscal years 2018-19, 2019-20, and 2020-21 was approved. The motion carried

Upon motion by Councilmember Barrera, second by Councilmember Davis,
Resolution 21481 awarding contract to Jacob Construction & Design, Inc in the
amount of $525,543; and approve transfer in the amount of $235,000 of Debt
Service funds, CIP No. 9052, to the Freight Building Improvements at 1A Station
Place for the California Welcome Center account, CIP No. 9265 was approved.

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis announced the upcoming creek cleanup and expressed concerns
regarding cost, security and overall management of the homeless encampents budget
and process. He requested the city participate in the El Grito event on September 16 and
encouraged the city to have a booth highlighting services. Councilmember Davis
requested a roundabout in the Las Casitas area. Additionally, he reported that the La Luz
del Mundo Church has expressed concerns regarding the red-zone near the church.
Councilmember Barrera reported that he supports the LIVE PD show and requested a
community meeting to educate the community on LIVE PD. Request was second by
Councilmember Davis. Councilmember Barrera expressed concerns regarding the Police
Community Advisory Committee meeting quarterly and stated he does not agree with the
change.
Councilmember De La Rosa commented that the Police Community Advisory Committee
key function is to build community relationships and requested they meet once a month.
Councilmember De La Rosa requested the SalinasConnect mobile application be
provided in Spanish. Request was second by Councilmember McShane. She requested
Traffic Calming measure on Linwood Drive and an update on the permanent shelter
proposed locations.
Councilmember Craig reported that the Monterey Convention and Visitors Bureau had
their annual meeting last week. She reported that the Transportation Agency for Monterey
County (TAMC) and Team Fly Monterey added a flight from Monterey to Denver on United
Airlines. She added that TAMC had a monthly board meeting to approve additional
Measure X funding for better signage county-wide and approved a regional development
impact fee nexus study.
Councilmember Villegas requested a report outlining the homeless encampment cost
breakdown by district. Request was second by Councilmember Craig. He additional
requested an presentation from the Police Department regarding the School Resource
Officers program. In closing, he requested lighted crosswalk through the city as a safety
measure.
Councilmember McShane announced the California Transportation Commission will be
hosting a meeting in the City of Gonzales on September 18, 2018. Councilmember
McShane requested a meeting with the Mayor to discuss the Downtown Parking, a
presentation from Boots Road Group, and Spanish brochure for SalinasConnect.
Mayor Gunter appointed the Adhoc Parking Committee which include Paul Wilcox, Paul
Farmer, Mayra Sias, Larry Buchelli, and Councilmember McShane. The first meeting is
scheduled for September 19 at 4 p.m. Mayor Gunter reported he attended an awards
ceremony, a warming shelter meeting hosted by Supervisor Alejo and Phillips, a meeting
with New Zealand and Australian delegation working on agtech in the downtown, Veterans
Day parade fundraiser, and the PAL carshow.
