Upon motion by Councilmember McShane, second by Councilmember Barrera,
the City Council meeting calendar for 2019 was approved. The motion carried by
the following vote:

Councilmember McShane, Councilmember Villegas and Mayor Gunter
Abstain: 1- Councilmember Craig
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis reported he attended El Grito event which was a successful
community event and added he would like to see a City booth with information for all the
divisions.
Councilmember Barrera reported that Alisal High School has an 80% graduation rate and
excellent academics and sports program.
Councilmember De La Rosa highlighted events she attended which included El Grito, the
Salinas Police Headquarters and El Gabilan Library groundbreaking ceremonies, and the
League of California Cities annual conference. She added that all cities across the state
battle the same issues the City of Salinas does. Councilmember De La Rosa reported
she was appointed as the President for the League of California Cities Monterey Bay
Region.
Councilmember Craig commended public safety for a successful 9/11 Memorial
Ceremony. She reported she attended the Animal Services Committee and continue
discussion surrounding joint services and resources. Councilmember Craig reported she
attended the TAMC Rail Policy Committee and the IMPOWER Gala 10-year anniversary.
She reported she had a successful neighborhood clean-up at the Lowes parking lot.
Councilmember Craig requested a Legislative Committee to discuss SB 1391 along with
Prop 47 and Prop 57. She requested a presentation from the Police Department
regarding the School Resource Officer Program followed by a community meeting.
Councilmember Craig requested legislation surrounding shopping carts. Request was
second by Villegas and McShane.
Councilmember Villegas commended staff for a successful 9/11 Memorial Ceremony,
Salinas Police Headquarters and El Gabilan Library groundbreaking ceremonies. He

added that he is also in support of the School Resource Officer program as it is a
beneficial program for all local schools. He requested lit crosswalk on Cherokee Drive,
along N. Main Street, Pacheco Street and Natividad Road.
Councilmember McShane shared a staff report from Monterey Bay Community Power and
noted that $38 million will be going back to the community. He added that there is
approximately $12 million dollar matching fund grants available for EV infrastructure.
Councilmember McShane commended public safety for a successful 9/11 Memorial
Ceremony. He requested an online survey for the Downtown Streetscapes Project to
engage others that have not been able to attend the outreach meetings. Councilmember
McShane requested staff consider joining Gateway to Pinnacles as a tourism opportunity.
Request was second by Councilmember De La Rosa. He additional requested a future
presentation from SnipBus spay/neuter program. He reported he is looking forward to
working with the Downtown Parking Subcommittee and the homeless shelter efforts.
Mayor Gunter appointed Councilmember Villegas as the alternate appointee on Salinas
Valley Solid Waste Authority and Councilmember Davis as the alternate appointee on the
Transportation Agency for Monterey County. Mayor Gunter reported he met with the Israeli
Counsel regarding water infrastructure. He reported he attended the League of California
Cities annual conference and had an opportunity to engage other cities and officials
focusing on state funding for parks, recreation and homeless services.
