Monterey Bay Community Power (MBCP)
Received presentation from J.R. Killigrew, Director of Communications & Energy
Programs and Alexis Garcia-Arrazola, Energy Public Engagement Associate highlighting
Monterey Bay Community Power's role, infrastructure opportunities and 2017/18 highlights
which include repayment, reduction of greenhouse gases emissions, and carbon free
electricity at affordable rates. MBCP's outreach efforts throughout the County in
collaboration with Univision/Entravision and Tricolor to bring the forums to the agricultural
community to provide information regarding various energy related programs through
media presence and partnering with social services organizations.

Upon motion by Councilmember Cromeenes, seconded by Councilmember De La
Rosa, Resolution 21550 to amend the sign provisions specified in Planned Unit
Development Permit 2014-001 for the Northridge Mall Shopping Center located at
796 Northridge Mall in the Commercial Retail (CR) District and find the
Amendment exempt from the California Environmental Quality Act (CEQA) was
approved. The motion carried by the following vote:

the unpaid charges from the property owners was approved. The motion carried

and Associates for traffic signal design services was approved. The motion
carried by the following vote:

ID#19-039 Community Foundation of Monterey County Grant Award
Upon motion by Councilmember Barrera, seconded by Councilmember Davis,
Resolution 51555 accepting the Community Foundation of Monterey County grant
award in the amount of $25,000 and authorize execution of all grant acceptance
documents with the Community Foundation of Monterey County was approved.

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis requested an amendment to the curfew ordinance. Request was
second by Councilmember Barrera.
Councilmember Barrera reaffirmed District 2 Commission/Committee/Board
appointments and commended them for their attendance.
Councilmember De La reaffirmed District 2 Commission/Committee/Board appointments.
She requested staff consider revoking the El Volcan mobile vendor permit and requested
staff revisit the issuance process. She reported that she attended the League of
California Cities (LOCC) Housing and Economic Development Policy Committee a
representative for Monterey Bay Division and met with the City's lobbyists,
Assemblymember Rivas and Senator Caballero.
Councilmember Cromeenes reported that she attended the League of California Cities
New Mayor and Councilmember Academy and participated the ethics training, sexual
harassment training, the League’s legislative update and Governor Newsome's priorities

surrounding homelessness and housing.
Councilmember Villegas reported he will be hosting a public safety community meeting in
District 6. He reported that the Chinatown area faces numerous challenges and is in need
for services from both the county and the city. Councilmember Villegas requested staff
revisit the inclusionary housing ordinance and suspend for a period of 4-years after the
statewide initiative. Request was second by Councilmember Cromeenes. Additionally, he
requested staff revisit the First Tee agreement with the Future Citizens Foundation and
the school district. Request was second by Councilmember Cromeenes.
Councilmember McShane requested an ordinance amendment and consider
implementation of a food truck vendors on private property pilot program. Request was
second by Councilmember Barrera. Additionally, he requested staff consider working with
Monterey-Salinas Transit and provide funding for a second portaloo.
Mayor Gunter requested an update from Community Development regarding the Permit
Center and Planning Department progress report. He announced he will be attending the
Valley Mayor’s Association meeting where they will discuss the future of the wine corridor.
