ID#19-001 Regional Development Impact Fee Update Received report from Transportation Manager James Serrano which is filed with the City Clerk for the record. Upon motion by Councilmember De La Rosa, seconded by Councilmember Davis, Resolution 21544 updating the Regional Development Impact Fee; and Ordinance City of Salinas Page 1 City Council Meeting Minutes - Unofficial January 8, 2019 2613 amending Chapter 9 of the Municipal Code to modify the timing of payment of the Regional Development Impact Fee from building permit issuance to certification of occupancy for residential projects were approved. Motion was seconded by Councilmember Barrera. SUBSTITUTE MOTION Councilmember McShane made a substitute motion to approve the item as presented with direction to staff to continue to explore a regional board. Request was seconded by Councilmember Cromeenes. AYES: Councilmembers Cromeenes and McShane. NOES: Councilmembers Barrera, Davis, De La Rosa, Villegas, and Mayor Gunter. Motion failed. Upon motion by Councilmember Davis, seconded by Councilmember Barrera, the City Council voted to table this to March 5, 2019 to allow staff an opportunity to present additional information. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: ORD 2614 ID#19-004 Salinas ITC Sanitary Sewer and Storm Drain Pipeline Relocation, Project No. 9006 & 9007 Upon motion by Councilmember Davis, seconded by Councilmember De La Rosa, Resolution 21546 approving plans and specifications for the Salinas ITC Sanitary Sewer and Storm Drain Pipeline Relocation, Project No. 9006 & 9007, and authorizing issuance of the Invitation to Bidders, with bids to open on February 28, 2019 was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21546 City of Salinas Page 3 City Council Meeting Minutes - Unofficial January 8, 2019 ID#19-006 Long-Term Fiscal and Sustainability Impact Policy Upon motion by Councilmember Davis, seconded by Councilmember De La Rosa, Resolution 21547 authorizing adding a long-term fiscal and sustainability impact section to the Financial Policies of the City of Salinas as recommended by the National Resource Network in the Salinas Ten-Year Plan was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21547 ID#19-007 Mediation Disclosure and Acknowledgment Upon motion by Councilmember Davis, seconded by Councilmember McShane, Resolution 21548 directing the City Manager to execute a Mediation Disclosure and Acknowledgment was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21548 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Barrera reaffirmed District 2 Commission/Committee/Board appointments. Councilmember Davis reaffirmed District 1 Commission/Committee/Board appointments. He requested an update on the Laurel Drive sidewalk improvements between Sanborn Road and Constitution. Additionally, he requested an update regarding the Boronda Road expansion and the Future Growth Area. He reported the Rail Policy Committee met and reported that the rail project completion is expected by 2022. Councilmember Davis requested an update on the speed reduction study on Chaparral Street and Traffic Calming Plan. Councilmember McShane reaffirmed District 3 Commission/Committee/Board appointments. He reported he supported a Sustainable Salinas fundraiser and raised $15,000 for trees in Salinas which will be matched by Monterey County Gives. Councilmember McShane requested a presentation regarding homeless efforts and clean-up along the Union Pacific right-of-way. He announced upcoming events which include the Sustainability Fair and Electric Vehicle Test Drive on January 19, the AgTech Summit on March 26-27, Founders Day planning meeting on January 9, and Founders Day on May 18. Councilmember Villegas requested a presentation regarding the City’s homeless efforts following the release of the Homeless Census. He appointed Neil Patel to the Planning Commission, Brian Contreras to the Police Community Advisory Committee, Juan Mendoza to the Library and Community Services Commission, Rick Giffin to the Measure G Oversight Committee and Debbie Rounsville to the Measure E Oversight Committee. Councilmember Cromeenes reaffirmed the District 5 appointments to Commissions/Board/Committees. She stated she would like to also receive a report from City of Salinas Page 4 City Council Meeting Minutes - Unofficial January 8, 2019 Community Development to ensure development projects move forward. Mayor Gunter reaffirmed his appointments to the City Commissions/Boards/Committees. He reported he attended the Valley Mayor’s meeting, the State Water Resource Agency, and the LAFCO meetings.
