Received report from Traffic Engineer Andrew Easterling regarding the Downtown
Vibrancy Plan approved in 2015 and the Main Street Master Plan approved in October

2017. The Council allocated $1.1 million in Measure X funds towards the administration,
design and engineering support for the Main Street Streetscape Project. Staff conducted
numerous community outreach meetings following receipt of the first draft and received
public feedback on the design and took note of concerns specifically related to the
landscape and public amenity design.

Basketball Improvements to BFS Landscape Architects Inc.; and appropriating an
additional $20,000 from CIP 9840 to CIP 9005 for a total in CIP 9005 of $170,000
and authorizing the City Manager to execute the Agreement was approved. The
motion carried by the following vote:

ID#18-672 Reclassifications and Modification to Classification - Salary Schedule
Upon motion by Councilmember Davis, second by Councilmember De La Rosa,
Resolution 21542 amending the Classification-Salary Schedule for the adjustment
of temporary employee salaries to comply with the state minimum wage
pursuant to SB 3; adjusting the Classification - Salary Schedule to reflect
previously authorized cost of living adjustments due with the first full pay period
in 2019, January 14, 2019; and approving the reclassifications recommended by
the Public Works and Library and Community Services Departments to include
the addition of the classification of Graffiti Abatement Worker was approved. The
motion carried by the following vote:

Upon motion by Councilmember De La Rosa, second by Councilmember Davis,
Resolution 21543 to approve submittal of preliminary grant application; approve
and accept a grant offer from the Federal Aviation Administration and Caltrans
Division of Aeronautics for Runway 08-26 and the airport helipad pavement
rehabilitation at the Salinas Municipal Airport was approved. The motion carried
by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis reported that he attended the Transportation Agency for Monterey
County meeting and noted that the wine corridor is being added to the funding plan. He
stated that he is working with the City Attorney on a draft noise ordinance and further
requested an ordinance to address street racing and spectator enforcement. Request
was second by Councilmember Barrera. He also requested staff evaluate and consider
revisions to the Neighborhood Traffic Calming Plan. Request was second by
Councilmember Barrera.

Councilmember Barrera reported Monterey-Salinas Transit (MST) ridership has seen a
reduction nation-wide except for Salinas. He announced that MST has added a free
connection ride from the Hartnell Community College Alisal Campus to the main campus
on Homestead Avenue. Councilmember Barrera reported that he met with Mr. Cox,
proponent of the District 6 recall efforts and encouraged him to work with the Council
rather than incur an added special election expense.
Councilmember De La Rosa reported she attended an Executive Committee meeting with
Salinas Valley Solid Waste Authority and added that there will be further discussion with
each jurisdiction regarding the withdrawal from the Joint Powers Agreement.
Councilmember De La Rosa reported that she hosted a community meeting on
December 12 with the Rossi/Rico residents to discuss issues such as traffic, public
safety, and homelessness. Councilmember De La Rosa requested an amendment to the
cannabis ordinance amending the hours of operation to include Sundays. Request was
second by Mayor Gunter.
Councilmember Cromeenes reported that she attended the community meeting in District
4. She stated that she is honored to serve on the Council and is humbled to have
received the support of District 5 residents.
Councilmember McShane reported he is hosting a Sustainable Salinas event in
collaboration with Monterey County Gives and hopes to raise $10,000 to augment tree
planting efforts. He requested staff continue to work with Maya Cinemas on parking and
validation options and with the property owners of the Dick Bruhn building permitting
process. He announced he is hosting a Sustainability Fair and EV Test Drive event on
January 19.
Mayor Gunter reported the Life Foundation granted $20,000 to organizations throughout
the City. Mayor Gunter appointed Nona Childress to the Monterey County Commission on
Disabilities and announced Council reassignments to regional boards/committees as
filed with the City Clerk.
