Received report from Finance Director Matt Pressey which is filed with the City Clerk as

Upon motion by Councilmember Davis, seconded by Councilmember Villegas,
Resolution 21556 of the City Council of the City of Salinas, acting as the

legislative body of the District, authorizing the issuance of the Bonds in a
principal amount not to exceed $2,750,000 and approving certain documents and
taking certain other actions in connection with the Bonds was approved. The
motion carried by the following vote:

and authorizing the Public Works Director to execute agreements related to the
Highway Safety Improvement Program Grant was approved. The motion carried
by the following vote:

Resolution 21559 authorizing the direct purchase of a 2020 Peterbilt 337 Sewer
Cleaner/Camera truck from Coast Counties Truck and Equipment Company in
Salinas, CA at a total cost of $297,999.63 was approved. The motion carried by
the following vote:

Upon motion by Councilmember De La Rosa, seconded by Councilmember Davis,
Resolution 21560 accepting a grant award in the amount of $78,382 from the
California State Library Literacy services in support of Adult Literacy programs
and, accepting a grant award in the amount of $80,000 from the California State
Library Literacy Services in support of Family Literacy programs was approved.

Upon motion by Councilmember Barrera, seconded by Councilmember De La
Rosa, Resolution 21561 adjusting the workforce allocation for the Library and
Community Services Department was approved. The motion carried by the

Councilmember McShane, Councilmember Villegas and Mayor Gunter

ID#19-079 Contract Amendment to California Public Employees' Retirement System
Contract as Relates to Group Health Insurance
Upon motion by Councilmember Barrera, seconded by Councilmember De La
Rosa, Resolution 21562 to amend the contract between the City Council of the
City of Salinas and the Board of Administration of the California Public
Employees' Retirement System (CalPERS) for the purpose of adding the
International Association of Firefighters (IAFF) Local 1270 unit to the CalPERS
health program was approved. The motion carried by the following vote:

ID#19-082 California Welcome Center Contract
Upon motion by Councilmember McShane, seconded by Councilmember
Cromeenes, Resolution 21563 approving a Professional Services Agreement with
the California Welcome Center was approved. The motion carried by the
following vote:

Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis reported that the Transportation Agency for Monterey County
continues to work on the Rail to Salinas project and expect completion by 2022. He
requested the consider a feasibility study and opportunities for construction of a
convention center in the City of Salinas. Request was second by Councilmember
Cormeenes. Councilmember Davis requested evaluation and implementation of a speed
limit reduction in school zones to 15 or 20 miles per hours. Request was second by
Councilmember Villegas. In closing, he requested staff consider remaining Central
Avenue to Steinbeck Avenue.
Councilmember Barrera announced he will be attending the Monterey-Salinas Transit
ribbon cutting ceremony for the new Mobility Service Center.
Councilmember De La Rosa requested staff contact the Salinas United Business
Association in efforts to work with local business and revise the mobile vendor
ordinance.
Councilmember Cromeenes announced the upcoming Cherokee Drive/Adams Street
Traffic Calming Planning meeting taking place on February 7.
Councilmember Villegas announced the District 6 meeting taking place on February 6 at
Los Laureless Elementary School. He reported that the Salinas Valley Solid Waste
Authority is requesting a resolution from the City regarding its intent to withdraw from the
JPA. He announced upcoming events which include the District 6 Clean-up on March 2.
Councilmember Villegas requested a presentation regarding the homeless census.
Councilmember McShane reported Compass Church is celebrating 150 years in Salinas
and will be participating in the celebration in August 2019. He commended the tree
planting efforts of the Rotary Clubs of Salinas. Councilmember McShane reported he
attended a community meeting at Villa Serra, the Blue Zones Project kick-off meeting,
and a safe streets meeting in District 3. He requested an update from the Legislative
Committee of the Council.
Mayor Gunter reported that he attended the Valley Mayor’s Meeting where they discussed
the wine corridor. He reported that he met with Assemblymember Rivas to discuss
housing issues in the community. Additionally, he reported that the Finance Committee
met and received a report regarding Downtown Parking Plan.
