Received report from GIS Administrator Eric Sandoval highlighting the Innovation Team
formed in the summer of 2017, a City Manager initiative. The Team's focus is improving
effective and sustainable government through innovative data-driven, decision making
and implementation of organizational change via new business processes, enhanced
work flow, new technology and supporting government transparency.

Received report from Planning Manager Courtney Grossman pursuant to Salinas
Municipal Code Sec. 5-07.49, providing findings regarding the operations of cannabis
businesses within the City. The
report included information regarding employment, community benefits, tax revenue,
crime, and building and zoning compliance.

Received report from Community Development Director Megan Hunter which is filed with
the City Clerk for the record.

Upon motion by Councilmember De La Rosa, seconded by Councilmember
Cromeenes, Resolution 21564 allowing the continued operation of an Outdoor
Market at 1040 North Main Street (Salinas Sports Complex) on Sundays with
revised hours and a maximum of 110 vendors and customized operations on
Fridays and find the Outdoor Market exempt from the California Environmental
Quality Act (CEQA) was approved. The motion carried by the following vote:

MOTION
Councilmember McShane made a motion to approve the proposed fees as presented and
shall take effect July 1, 2019; the first year rate for the Monterey Street Parking Garage
in Exhibit A shall reflect $30; and within 90 days, the City staff will present to the Finance
Subcommittee incentives for hourly parking on surface lots and the Monterey Street
Parking Garage for validation agreements followed by final consideration by the City
Council. Motion was second by Councilmember Cromeenes.
Upon motion by Councilmember McShane, seconded by Councilmember
Cromeenes, Resolution 21565 approving parking rate increases for existing paid
parking programs within the Downtown Parking District was approved as
amended. The motion carried by the following vote:
Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis,
Councilmember De La Rosa, Councilmember McShane and Mayor Gunter

Councilmember Davis made a motion to approve the FY 2018-19 Mid-Year Budget
Review and Adjustments as presented with the exception of Public Works request No. 12
outlined in Exhibit A. Motion was second by Councilmember Cromeenes.
Upon motion by Councilmember Davis, seconded by Councilmember Cromeenes,
Resolution 21566 accepting the mid-year FY 2018-19 budget review reports and
amendments to the FY 2018-19 operating and capital budgets for the City of
Salinas was approved as amended. The motion failed by the following vote:
Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis,
Councilmember De La Rosa, Councilmember McShane and Mayor Gunter

Resolution 21567 approving the plans and specifications for the Downtown
Complete Streets; Project No. 9090; Federal Project HSIPL-5045(032); and
authorize the issuance of an Invitation to Bidders, with bids to be opened on
March 19, 2019; and approve associated transfers request for $1,607,000 for the
Downtown Complete Streets Project was approved. The motion carried by the
following vote:

zones along Caribbean Avenue and Hawaii Place to provide a passing zone was
approved. The motion carried by the following vote:

Upon motion by Councilmember De La Rosa, seconded by Councilmember
McShane, Resolution 21569 establishing 35 feet of "No Parking" red zone to
provide sufficient sight lines at the intersection of San Vicente Avenue and Talbot
Street was approved. The motion carried by the following vote:

for multiple responses
Introduced an Ordinance adding Article XI to Chapter 5 of the Salinas Municipal
Code to prohibiting disturbances and unruly gatherings and imposing sanctions,
in the form of City costs, when City officials respond multiple times to the same
disturbance.

ID#19-102 Parking Restrictions along Bridge Street and East Lake Street
Upon motion by Councilmember De La Rosa, seconded by Councilmember Davis,
Resolution 21570 approving the designation and installation of red zones along
Bridge Street, and the designation and installation of 20-minute green zones
along East Lake Street was approved. The motion carried by the following vote:
Ayes: 5- Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa,
Councilmember McShane and Mayor Gunter
Noes: 1- Councilmember Barrera
Absent: 1- Councilmember Villegas

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis reported that he met with Supervisor Luis Alejo regarding Prop 68
and recommended the City submit a joint City/County application. He requested reaching
out to County Resource Management Agency to work together in relocating the skate
park and implementation of a BMX pump track. Councilmember Davis requested the
Public Art Committee consider graffiti art mural projects. He additionally requested an
update on the blight ordinance and Natividad park clean-up.
Councilmember Barrera commended Ms. Triumpho-Sullivan for the grand opening of the
new bookstore in Downtown Salinas. He requested a moment of silence in honor of the
lives lost in the Chinatown area.
Councilmember De La Rosa reported that she attended a successful Traffic Calming
meeting at Kamman Elementary School and attended the Downtown Community Board
meeting.
Councilmember Cromeenes commended the employee unions showing solidarity during
public comment and expressed support of a healthier City and community.
Councilmember McShane requested the City Manager establish a working group with
employee to address The Salinas Plan. He reported that he has been in contact with
property owners along the Union Pacific right of way and recommended exploring a 50/50

Homeless Encampment Program. Request was second by Councilmember Cromeenes.
Councilmember McShane appointed Jeff Davis to the Traffic and Transportation
Commission. He additionally requested a presentation from the Big Sur Land Trust
regarding Carr Lake, a “Welcome to Salinas” marquee, and the installation and
dedication of the Japanese Peace Pole project.
Mayor Gunter reported he will reconvene the Council Subcommittee to revisit the City
Council Rules and Procedures, presentation and future agenda item request policy. He
stated he will make the appointments at a future meeting. Mayor Gunter appointed
Councilmember McShane to the Community Human Services Board. Mayor Gunter
reported he attended the Salinas Valley Groundwater Sustainability Agency meeting. In
closing, he reported staff is working on solidifying funding for the regional soccer field.
CLOSED SESSION
The City Council recessed to closed session at 9:38 p.m. pursuant to:
