Resolution 21571 approving Amendment No. 2 to the May 1, 2017, Professional
Services Agreement between the City of Salinas and R3 Consulting Group, Inc.,
in the amount of $169,950 for expanded solid waste consulting services; and
approve supplemental appropriation of $169,950 from the General Fund to fund
the proposed scope of services was approved. The motion carried by the
following vote:

Upon motion by Councilmember De La Rosa, seconded by Councilmember
Cromeenes, Resolution 21572 approving the Chaparral Street/Maryal Drive
Neighborhood Traffic Calming Plan and directing staff to implement said plan in
accordance with the City's traffic calming policy was approved. The motion
carried by the following vote:

Upon motion by Councilmember De La Rosa, seconded by Councilmember
McShane, Resolution 21573 approving the Airport Use Permit for the 2019
California International Airshow to be conducted by the Monterey County
Airshow Association at the Salinas Municipal Airport, in accordance with the
terms of said permit was approved. The motion carried by the following vote:

ID#19-126 Ordinance Regarding the Collection of Assessments for the Salinas Unified
Business Improvement Area (SUBA)
Upon motion by Councilmember De La Rosa, seconded by Councilmember Davis,
the City Council moved to table the proposed Ordinance for 30 days and
agendize for Council consideration at the next regularly scheduled meeting
following the 30-day expiration. The motion carried by the following vote:

Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas

ID#19-137 Acceptance of California Aid to Airports Program (CAAP) Annual Credits for
Eligible Projects at the Salinas Municipal Airport

Upon motion by Councilmember McShane, seconded by Councilmember Davis,
Resolution 21574 accepting the appropriation of $50,000 to the Airport Enterprise
Fund from the State of California, Department of Transportation, California Aid to
Airports Program (CAAP) for eligible projects at the Salinas Municipal Airport was
approved. The motion carried by the following vote:

Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas
and Mayor Gunter

ID#19-100 An Ordinance prohibiting disturbances and unruly gatherings; Cost-recovery
for multiple responses
Upon motion by Councilmember McShane, seconded by Councilmember Davis,
Ordinance 2615 adding Article XI to Chapter 5 of the Salinas Municipal Code to
prohibiting disturbances and unruly gatherings and imposing sanctions, in the
form of City costs, when City officials respond multiple times to the same
disturbance was adopted. The motion carried by the following vote:
Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis,
Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas
and Mayor Gunter

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis reported that he attended the Transportation Agency for Monterey
County Rail Policy Committee and added that there was discussion regarding the City’s
position with respect to the Rail to Salinas Project. He added that there was also
discussion regarding the feasibility of an electric rail versus diesel.
Councilmember Barrera requested the City support Salinas United Business Association
as they address their membership concerns. He requested the sidewalk projects
continue to move forward once the rain stops as there is a need for sidewalk
improvements city-wide.
Councilmember De La Rosa reported that she attended the Chinese American
Community Chinese New Year celebration dinner. She reported she is hosting the
Monterey Bay Region League of California Cities meeting on Monday, March 11 with a
focus on housing policies and the state budget.
Councilmember Cromeenes commended the forestry division for the ongoing tree
maintenance in District 5. She announced the Round 1 grand opening ceremony taking
place on March. Additionally, she invited the City Council and Community to support the
Central Coast Builders Associations 2nd Annual Builders and Brews event on March 27.
Councilmember Villegas reported he hosted a community on February 6 to discuss
safety and homeless shelter concerns. He added that there is ongoing discussion
between the City and County regarding the location for the shelter and transitional
housing. Councilmember Villegas reported that he attended the Salinas Valley Solid
Waste Authority where they discussed the City’s intention to withdrawal from the
Authority. In closing, he expressed support of the parking rate increase.

Councilmember McShane announced community events and meetings scheduled for the
month of March. He requested regular updates from staff regarding the implementation of
The Salinas Plan and recommended staff engagement. Councilmember McShane
requested support from the City for Arbor Day.
Mayor Gunter reported he attended meetings for the Salinas Valley Solid Waste
Authority, Housing Subcommittee, Fort Ord Reuse Authority, Airport Land Use
Commission and the Finance Committee. He added that he has been in communication
with Senator Caballero regarding support of SB 230 regarding use of force standards and
training for law enforcement officers. He shared that the State of California is working on
a bill to enhance the penalties for political campaign violations imposing civil and criminal
penalties.
