The budget is proposed at an estimated at $18.5 billion with an investment plan to cover the unfunded liabilities such as retirement costs. The proposal also includes $1 billion in one-time projects to increase low-moderate income housing, $500 million to emergency shelters, and streamlining the CEQA process across. Additionally, funding for programs and services geared towards improving access to childhood education, increase enrollment and graduation rates was also prioritized. Assemblymember Rivas shared his priorities during his term in office which include support of AB 1783 Farmworker Housing Act, AB 417 Rural Prosperity Act, AB 1255 Local Hosing Opportunities, AB 1267 Teen Driving City of Salinas Page 1 City Council Meeting Minutes - Unofficial April 16, 2019 Safety Act, and AB 1623 Golden State Teacher Grants. Assemblymember Rivas’ local office is open to the public and provides residents of Salinas services ranging from housing, employment and other general services. CONSIDERATION ID#19-216 An Ordinance prohibiting unreasonably loud noises and regulating amplified sound Received report from City Attorney Christopher Callihan which is filed with the City Clerk for the record. The following audience members commented on the report: Bruce Sammut Nona Childress Eric Petersen Introduced an ordinance updating the City's noise control regulations and limitations on sound amplification. ID#19-222 2020 Census Efforts Received report from Planning Manager Tara Hullinger and Tory del Favero which is filed with the City Clerk for the record. Upon motion by Councilmember Davis, seconded by Councilmember McShane, Resolution 21589 supporting the City's participation in the 2020 Census efforts to ensure a complete count of all Salinas residents was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember McShane, Councilmember Villegas and Mayor Gunter Absent: 1- Councilmember De La Rosa Enactment No: RES 21596 ADMINISTRATIVE REPORT ID#19-224 Implementation of The Salinas Plan Received report from Economic Development Manager Andrew Myrick which is filed with the City Clerk for the record. No action is required. This report presents information to the City Council regarding the implementation of The Salinas Plan. COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Davis announce he is hosting a Community Clean-up on May 4 at the Regional Soccer Complex. He added that the Salinas United Business Association (SUBA) meeting scheduled for April 22 had been canceled in efforts to encourage the SUBA and the business community to work together on a solution. Councilmember Davis requested staff provide notification to the residents and Council when street improvements such as slurry seal and markings are scheduled. Additionally, he requested park maintenance and weed abatement at Natividad Creek Park. Councilmember Barrera announced upcoming community events and meeting which included Noche Bohemia, Digital Nest 2-year anniversary celebration, a District 2 community meeting, and the League of California Cities Latino Caucus Census 2020 meeting. Councilmember Barrera stated that the goal for the city is to attain financial stability in order to ensure all neighborhoods receive fair and adequate services. Mayor Gunter reported he will be attended the Hebbron Family Center Easter Harvest event and the Veteran’s Welcoming/Farwell ceremony. Councilmember Cromeenes stated she will be attending a Salinas Valley Solid Waste Authority meeting on April 18 and will report back at the next meeting. She wished everyone and Happy Easter and encouraged everyone to participate in the Easter egg hunt at Salinas Fire Station 5. Councilmember Villegas highlighted community events he attended and announced Larry Tack, Traffic and Transportation Commissioner will resign effective July 1 and will be making a future appointment. Councilmember McShane highlighted community events and meetings he attended which include a District 3 Clean-up at Monterey Park School, the Child Abuse Prevention Council breakfast, the LGBTQ+ film festival, and the Mayor’s prayer breakfast.
