9006 & 9007 in the amount of $849,705; approve a $292,820 transfer of Measure X -
Bond proceeds Funds from CIP No. 9981 to CIP No. 9006; and approve a $256,786
transfer of Sewer Fund CIP No. 9007 to CIP No. 9006 was approved. The motion

Rotary Lift (SourceWell) at a cost of $34,614.21 for the lifts and $3,974.82 for the
electrical connections for a total cost of $38,589.02 was approved. The motion

enforcement revenue by the same amount, in support of the approved
agreement with Serco, Inc. for parking enforcement services was approved. The

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis reported that he attended the Alisal Union School District

employee recognition. He stated there is no new information to report on the Regional
Boards and Committees.
Councilmember Barrera requested an update on the Monte Bella Park maintenance as it
is not being watered. He reported the District 2 Community Meeting was successful and
well organized.
Councilmember De La Rosa reported she attended various community events which
include the Asian Cultural Experience Festival, a graduation at the Family Resource
Center, Noche Bohemia, the Senior’s Prom and the League of California Cities Census
Caucus.
Councilmember Cromeenes stated that she attended the Easter Egg Hunt at Fire Station
5. She reported she continues to work on the parking issues in North Salinas with the
city staff. Councilmember Cromeenes encouraged the Community to visit the Harvey
House as an educational opportunity to learn about Salinas’ history.
Councilmember Villegas reported he attended the Salinas Valley Solid Waste Authority
(SVSWA) meeting where they discussed SB 1383, an unfunded mandate regarding solid
waste enforcement, reporting, accessibility and retention of records. He added that
SVSWA will be discussing the intention to withdraw on May 29, 2019 in anticipation of
the R3 solid waste study.
Councilmember McShane appointed David Mack to the Measure E Oversight Committee.
He reported he attended the Veteran’s Welcome/Farewell and the Community Human
Services 50th anniversary breakfast. He reported that the Monterey Bay E-VIP incentive
program launches on May 1. Councilmember McShane reported he participated in Arbor
Day and Tree Planting event on April 25 where they launched the Adopt-A-Tree Program.
Councilmember McShane requested an amendment to the municipal code to allow
chickens in residential areas. Request was second by Councilmember Cromeenes.
Mayor Gunter requested data from Public Works regarding stormwater requirements as
they relate to chicken feces. Mayor Gunter reported that he met with the Chamber of
Commerce regarding the Permit Center and will be preparing a response with Community
Development Director Megan Hunter. He reported attended the South County Mayor’s
Association where they discussed the wine corridor and expressed concerns with
Monterey Bay Area Resources District related to the project. Mayor Gunter reported the
Fort Ord Reuse Authority is scheduled to disestablish on June 2020. He encouraged the
community to attend the budget priorities meeting taking place on May 2, 2019 at 100
Howard Street at 6 p.m.
