unpaid nuisance abatement charges, administrative penalty, administrative cost,

East Romie Lane was approved. The motion carried by the following vote:

Approve a Resolution finding the proposed annual adjustments to Republic
Services of Salinas' (Republic Services) Schedule of Service Fees and Schedule
of Rates for Residential and Commercial Customers effective July 1, 2019, to be
both reasonable and within the terms of the Franchise Agreement.

Upon motion by Councilmember Davis, seconded by Councilmember De La Rosa,
Resolution 21608 authorizing the City as the Administrative Entity to receive and
administer the HCD Emergency Solutions Grants Program; and approve a
Resolution approving the FY 2019-20 California Department of Housing and
Community Development Emergency Solutions Grants Program Continuum of
Care Allocation Notice of Funding Availability application submittal was
approved. The motion carried by the following vote:

Upon motion by Councilmember Davis, seconded by Councilmember De La Rosa,
Resolution 21610 amending the Classification-Salary Schedule to include the
classification(s) of Forensic Specialist I/II and add the temporary classification of
Senior Facility Maintenance Mechanic to the temporary classifications was
approved. The motion carried by the following vote:

ID#19-273 Interim Agreement for Turf Mowing/Edging Maintenance Services
Upon motion by Councilmember Davis, seconded by Councilmember Villegas,
Resolution 21611 ratifiying and approving the payment of past invoices for turf
mowing and edging maintenance services, and approves an Interim Agreement
with Smith and Enright Landscaping to continue said services until such a time
that a new contract is competitively bid and awarded for landscape services in
the City's parks, facilities, medians and greenbelts was approved. The motion
carried by the following vote:

Upon motion by Councilmember Barrera, seconded by Councilmember Villegas,
Resolution 21612 approving Contract Change Order No. 11 (CCO 11) to Granite
Rock Company for the Sanborn Road/Elvee Drive Improvement Project, CIP 9117,
in the amount of $63,790.52 and authorize the Public Works Director to issue the
necessary Contract Change Orders, up to an additional 5% of original contract
price, to complete project was approved. The motion carried by the following
vote:

ID#19-281 Re-Implementation of Commercial Fire Inspections
Received report from Deputy Fire Chief/Fire Marshal Samuel Klemek which is filed with
the City Clerk for the record.
No action is required. This report provides information to the Council regarding
the re-implementation of the commercial fire inspection program.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember McShane reported that he attended the Silicon Valley Ag Tech Summit.
He announced upcoming events which include Salinas Founder’s Day and the Master
Garners of Monterey Bay Tour.
Councilmember Villegas reported he will be attending the Salinas Valley Solid Waste
Authority meeting on May 16. He commended the City and community organizations
increasing public safety and security.
Councilmember De La Rosa reported she attended numerous community events which
included the IMPOWER Luncheon, El Gavilan Elementary School Resource Fair, and a
joint fundraiser benefiting the Veterans Day Parade. She reminded residents to utilize
SalinasConnect to submit requests for city services to ensure they are addressed and
tracked accordingly. In closing, she requested increased police visibility on Kern Street
to address illegal activity.
Councilmember Barrera reported he will be participating in the End Child Poverty bus tour
sponsored by Senator Anna Caballero. Councilmember Barrera requested increased
enforcement on Argentine Circle to address loud music complaints.
Councilmember Davis reported that the loud noise ordinance will be presented to the
Council on June 4th for consideration. He added that he has been working with Hartnell
College students as part of a District 1 Young Councilmember Program focused on local
government. He stated he attended Alisal High School Top 100 Academic recognition
event in collaboration with the Rotay Clubs of Salinas. Councilmember Davis announced
that he will be traveling to Europe May 17 – May 28 and Councilmember Comeenes is
scheduled to attend the Transportation Agency for Monterey County as the alternate
appointee. In closing, he requested a Rapid Bus Line Feasibility Study. Request was
second by Councilmember Barrera.
Mayor Gunter reported that he attended a number of community events to include the
Elk’s Sons in Retirement, Everett Alverez High School ROTC promotion ceremony, Fort
Ord Reuse Authority board meeting, Valley Mayor’s Association meeting and the Salinas
Valley Basin Ground Water Sustainability Agency meeting. Mayor Gunter announced
budget study session scheduled for May 28.

GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached. The
public may request that the legislative body consider adding an item for consideration on
a future agenda. The public may comment on scheduled agenda items, including closed
session items, as they are considered. In order to be respectful of all speakers’ views
and to avoid disruption of the meeting, the audience shall refrain from applauding or
