MOTION
Councilmember Davis made a motion to approve the proposed budget as presented with
the following amendments: reduce Police overtime budget from $1.8 million to $1.5
million; reduce Fire overtime from $1.6 million to $1.5 million; Exhibit A Amendments
include a reduction in Police Request #1, Ammunition from $160,000 to $80,000; remove
Police Request #2, Investigation Equipment $17,000; remove Police Request #3,
Violence Suppression Taskforce Equipment $10,000; increase Police Request #4, Less
Lethal Weapons $50,000; remove Police Request #5, Automated License Plate Readers
$20,000; and rollover to be allocated to the Trust Fund. Motion was second by
Councilmember Cromeenes.
MOTION
Councilmember McShane made a motion to approve the budget as presented. Motion
died due to lack of second.
MOTION
Councilmember Davis amended his original motion to approve the proposed budget as
presented with the following amendments: reduce Police overtime budget from $1.8
million to $1.5 million; reduce Fire overtime from $1.6 million to $1.5 million; increase
Police Request #4, Less Lethal Weapons $50,000; and rollover money to be allocated to
the Trust Fund. Amendment was accepted by Councilmember Cromeenes.
Upon motion by Councilmember Davis, seconded by Councilmember Cromeenes,
Resolution 21615 and SA 38 approving the proposed FY 2018-19 Operating Budget
for the City of Salinas and Successor Agency to the former Salinas
Redevelopment Agency, the FY 2018-19 Capital Improvement Budget for the City
of Salinas as amended, and Resolution 21616 establishing the Appropriation
Limit for FY 2018-19 at $253,666,06 was approved. The motion carried by the

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Barrera requested staff assess the parking issues and parking
enforcement in the Alisal area specifically Dallas Avenue, Smith Street, and Eucalyptus
Drive.
Councilmember De La Rosa requested staff consider making the new mural at the Expo
Center a city landmark as it captures community history and heritage. She reported that
she attended a block party at El Dorado Park.
Councilmember Cromeenes stated that one of the basic services for residents is parks
and open space. She requested Council prioritize parks and include an initiative in the
Strategic Plan.
Councilmember McShane announced upcoming community events which included the
Los Olivos Riker Neighborhood Association block party and the MYTown Museum at
CSUMB City Center. He reported that Community Human Services was award HEAP
funding for a permanent homeless shelter in the peninsula. Councilmember McShane
reported that he met with the developers of 23 E. Market Street and reported there may
be some improvements forthcoming. He requested staff agendize the Salinas United
Business Association hearing before the Council. He reported he attended a Monterey
Bay Community Power meeting and reported they are ending the fiscal year with $90
million in reserves.
Mayor Gunter reported he attended the Airport Land Use Commission meeting and
approved the land use plan and future housing projects. He reported the City of Salinas
and the County of Monterey received $1.8 million dollars for the homeless shelter. Mayor
Gunter reported that he attended the Housing Subcommittee and held the Monte Bella
Inclusionary Housing lottery. He reported that the City of Salinas has invested $1.8
million dollars in the Alisal Vibrancy Plan which includes various housing projects. He
announced the BlueZONES kickoff will be taking place on June 29 at Sherwood Park.
