between the City of Salinas and Smith & Enright Landscape Services, Inc. for
services related to the removal of unlawful campsites, bulky items, and personal
property, associated with the City Cleanup Program Project, CIP 9068, and
approve an appropriation of $75,000 from General Fund to the City Cleanup
Program CIP 9068 was approved. The motion carried by the following vote:

Salinas Police personnel was approved. The motion carried by the following
vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember De La Rosa highlighted numerous community events she attended and
commended the volunteers and community for their participation. She stated that the
Salinas Valley Solid Waste Authority continues to assess various sites for the relocation
the transfer station. She announced that Jose Lopez and Sons Landscaping is
scheduled to maintain the median along the Rossi/Rico area on September 7 and
advised residents not to engage or volunteer due to liability concerns. Alternatively, she
encouraged residents to volunteer for the District 4 neighborhood cleanup scheduled on
September 27.
Councilmember Barrera thanked the community and Republic Services for their support
of the District 2 neighborhood cleanup. He requested staff continue to address the
various neighborhood including issues related to sidewalk repairs, parking, loud noise,
signage, and enforcement of all blight related municipal codes.
Councilmember Cromeenes expresses support of Mr. Lopez’ volunteer efforts and further
requested the City address the overgrown weeds and bushes along the city’s main
thoroughfares. She recommended Environmental Maintenance staff work collaboratively
with the City’s contracted services for mowing and general street maintenance to ensure
the blight issues are addressed.
Councilmember Villegas reported that the Salinas Valley Solid Waste Authority
requested additional information from the City regarding the withdrawal from the Authority
as they have not received an updated report from the consultant or City Administration.
Councilmember McShane reported Monterey Bay Community Power (MBCP)continues to
grow and anticipates a 5% service area growth over the next quarter. He added that the
City of Santa Maria, Goleta and seven other San Luis Obispo County cities will join
MBCP. Councilmember McShane request a proclamation that encourages residents to
conserve energy as part of Energy Upgrade California initiative. Request second by
Councilmember Villegas.
Mayor Gunter reported the yard/driveway expansion ordinances is moving forward and will
be presented to the Council for consideration in September. He reported that he met with
the Salinas United Business Association and is working with staff to provide a response

to SUBA’s letter regarding the city’s requests. Mayor Gunter reported he attended a bus
tour with Union Pacific representatives, Congressmen Panetta and other City and County
elected official to assess the homeless issues surrounding Union Pacific property and
adjacent properties.
CLOSED SESSION
The City Council recessed to closed session at 5:03 p.m.

legal counsel regarding Frank David Homet v. Monterey-Salinas Transit
District, et. al, before the Superior Court of California, County of Monterey,

Attorney; Katherine Hogan, Assistant City Attorney; Matt Pressey, Finance
Director; Marina Horta-Gallegos, Human Resources Director; Sylvia Enriquez,
Human Resource Analyst; and Donna Williamson, Liebert Cassidy Whitmore,
regarding labor relations with Service Employees International Union (SEIU),
SEIU Supervisors, Salinas Municipal Employees Association/SEIU, Association

Association, International Association of Firefighters, Fire Supervisors
Association, Confidential Management Employees, Confidential
Non-Management Employees and Department Directors.
