City Manager Corpuz provided his report highlighting completed tasks of the Strategic
Plan and recommended the City Council consider a new Strategic Plan session on
January 25, 2020.

the amount of $120,081.04 was approved. The motion carried by the following

Federal Project HSIPL5045(032) in the amount of $7,324,483.99; and approve
associated transfer request for $1,870,000 to consolidate funding for the
Downtown Complete Streets project (CIP 9090) was approved. The motion carried

Community Outreach Assistant was approved. The motion carried by the

Subdivision Phase 6
Upon motion by Councilmember Barrera, second by Councilmember Davis,
Resolution 21721 authorizing the Mayor to sign the subdivision improvement
agreement on behalf of the City, approving the final map for the Monte Bella
Subdivision Phase 6 and accepting the easements offered for dedication was
approved. The motion carried by the following vote:
Ayes: 6- Councilmember Barrera, Councilmember Davis, Councilmember De La Rosa,
Councilmember McShane, Councilmember Villegas and Mayor Gunter
Absent: 1- Councilmember Cromeenes

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember McShane reported he attended the Pure Water event with
Councilmember De La Rosa, the Farm Bureau Association meeting, Ciclovia, and a
regional green energy town hall meeting with Monterey Bay Community Power, Monterey
Bay Air Resources District and Congressman Panetta. He stated he is co-hosting a
community meeting with the Los Olivos Riker Neighborhood Association on October 10.
In closing, Councilmember McShane requested a future agenda item to discuss Live PD.
Request was second by Councilmember Barrera.
Councilmember Villegas – No report.
Councilmember De La Rosa reported that she attended the Pure Water Project on behalf
of the City and presented them with a proclamation. She reported that she attended the
Chinese Community Dinner, Ciclovia on behalf of Blue Zones, hosted a neighborhood
clean-up in District 4. Councilmember De La Rosa announced and encouraged the
community to attend the Chinatown Block Party on November 9 and the Hebbron Family
Center Fall Festival on October 12
Councilmember Barrera – No report.
Councilmember Davis requested an update on the Police records management contract
with TriTech. He also requested a presentation from the Transportation Agency for
Monterey County to provide an update on the rail to Salinas, the Intermodal
Transportation Center and the rapid bus line in the Alisal corridor. He announced Mayor
Gunter is scheduled to attend the Salinas Regional Sports Authority meeting on October
10 in his absence. Councilmember Davis requested an update on the polystyrene
ordinance expansion.
Mayor Gunter reported he attended the Training Solutions Center grand opening, a tour of
the Salinas Public Safety Headquarters with Assemblymember Rivas, the Veteran’s Day
Parade Committee meeting, and the grand opening of Big Lots. Mayor Gunter reminded
the Council that the Live PD contract was approved as a means to increase transparency
with law enforcement. He expressed concerns with other legislative bodies taking a
position on City related matters such as Live PD and further requested the City Attorney
assess the City’s liability with respect to the contract and potential for litigation.
