PUBLIC HEARING ID#19-551 Ordinance regarding the collection of assessments for the Salinas United Business Association (SUBA) Business Improvement Area (BIA) Received report from City Attorney Christopher Callihan as a follow-up to the City Council’s action taken on September 10, 2019, approving a Resolution to levy and collect assessments from businesses located within the SUBA BIA for fiscal year 2019-2020. The proposed amendment to Salinas Municipal Code section 21B-38 makes SUBA responsible for billing and collecting the annual assessments, provided the levy of annual assessments is approved by the City Council. The following audience members commented on the report: James Sang Introduced Ordinance regarding the collection of assessment for the Salinas United Business Association Business Improvement Area. ID#19-545 Tax Equity and Fiscal Responsibility Act (TEFRA) Hearing to Consider the Issuance of Tax-Exempt Bonds by the California Statewide Communities Development Authority (CSCDS) for Steinbeck Commons Receive report from Finance Director Matt Pressey on behalf of the California Statewide Communities Development Authority (CSCDA), a joint exercise of powers authority of which the City is a member, has been asked by MacDonald Ladd Development to serve as the conduit issuer of tax-exempt bonds for the Steinbeck Commons affordable housing project in the City of Salinas. CSCDA may not approve the bond financing until the City Council approves the bond issuance after conducting a public hearing pursuant to the Tax Equity and Fiscal Responsibility Act of 1982 (TEFRA) mandates. The TEFRA hearing is intended to provide members of the community an opportunity to speak on behalf of or against the proposed project. Upon motion by Councilmember De La Rosa, second by Councilmember Davis, a Public Hearing in accordance with the Tax Equity and Fiscal Responsibility Act, and Resolution approving the issuance of tax-exempt bonds in an amount not-to-exceed $30 million for the Project was approved. COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Cromeenes thanked City staff for the medians landscaping along Davis Road and requested the City does not defer maintenance in the future. Councilmember De La Rosa reported she attended the League of California Cities Annual Conference and attended the Local Ethics Training among other networking sessions. She added that cities across the state are dealing with similar issues and noted that community engagement is a critical component to implementing City policies. City of Salinas Page 6 City Council Meeting Minutes - Unofficial October 22, 2019 Councilmember Barrera stated that he received numerous complaints related to the SalinasConnect mobile application specific to lack of staff response. Councilmember Barrera announced the Monterey-Salinas Transit ribbon cutting ceremony taking place on November 4. He also expressed concerns regarding the City’s deferred maintenance of medians, streets and sidewalk and stated the City needs to address the issue. Councilmember Davis acknowledged that there are service areas that the City needs to improve on and stated that there are also many positive things going on in the community that should be celebrated. He reported that he attended a site visit with the Blue Zones of the walking trail along Acosta Plaza which was littered with trash and homeless encampments. He requested staff continue to do the cleanups in efforts to reduce blight in the area. Councilmember Davis requested an update on the speed survey and update regarding speed limit in school zones. Mayor Gunter reported that he attended numerous community events including the Harvest Hack 2019 - Hackathon at Hartnell Community College, an event at Encounter, and the Navy Ball. He announced the Neighborhood Cleanup taking place on October 26 at the Madison Lane Transfer Station and a Tri-Tip fundraiser sponsored by the Asian Cultural Exchange.
