CONSIDERATION
ID#19-664 Chinatown Revitalization Plan
Received report from Planning Manager Lisa Brinton regarding the Chinatown
Revitalization Plan representing three years of extensive work guided by Chinatown
stakeholders. Inclusivity was at the center of the Chinatown community engagement
process to ensure the Plan content was reflective of and equitable for all stakeholders.
The planning process also included input from the County of Monterey Development
Corporation (HDC), developers of the Dai-Ichi Village and Hikari affordable housing
developments. The goals, policies and actions outlined are the “heart” of the
Revitalization Plan and will inform the update of the City’s General Plan.

McShane, Resolution accepting the Chinatown Revitalization Plan as a key
strategic document was approved. The motion carried by the following vote:

PUBLIC HEARING
ID#19-678 West Area Specific Plan Project
City Attorney Callihan stated that in anticipation of the Public Hearing he notified the City
Council that they publicly disclose all individual contacts and nature of the contact made
with any stakeholders of the West Area Specific Plan Project. He further requested the
Mayor and Councilmembers state their disclosures for the record to reflect a fair and
unbiased decision-making process.
Councilmember Davis stated he was contacted by Cesar Lara of Building Healthy
Communities regarding the letters sent to the City Council expressing their support of the
Project.
Councilmember Barrera stated he received a text and had a conversation with Matt
Huerta regarding the Memorandum of Understating (MOU) and clarification regarding the
signatures on the MOU.
Councilmember De La Rosa stated Matt Huerta reach out to her but was unable to return
his call or meet with Mr. Huerta due to scheduling conflicts.
Councilmember McShane stated he was contacted by Matt Huerta and Ray Harrod with
reference to the letters and the West Area Specific Plan. Councilmember McShane
stated that no commitments were made.
Mayor Gunter stated he received letters from Brian Finegan and Matt Huerta. He added
that he had an in person contact with Cesar Lara of Building Health Communities.
Councilmember Davis clarified for the record that the Mayor and Councilmembers all
received letters from Mr. Matt Huerta and Brian Finegan.
Received report from Senior Planner Jill Miller regarding the approval of the West Area
Specific Plan (SPEC 2013-002), a Rezone (RZ 2019- 001) and a Development
Agreement (DA 2019-001). The West Area Specific Plan project encompasses
approximately 797 acres of land located in the northern portion of the City. The project
site is bounded by East Boronda Road on the south, San Juan Grade Road on the west,
Natividad Road on the east, and Rogge Road and the future extension of Russell Road
on the north. A Final Program EIR (consisting of the Draft EIR, Response to Comments

and MMRP) was prepared to evaluate the environmental impacts of the Project in
accordance with requirements of the California Environmental Quality Act (CEQA). A
Statement of Overriding Considerations was also prepared for the Project.

Upon motion by Councilmember McShane, second by Councilmember De La
Rosa, Resolution certifying the West Area Specific Plan Final Program
Environmental Impact Report (ER 2018-003) was approved.
Upon motion by Councilmember De La Rosa, second by Councilmember Davis,
Resolution adopting the CEQA Findings of Fact, a Statement of Overriding
Considerations, and a Mitigation Monitoring and Reporting Program for the West
Area Specific Plan (SPEC 2013-002) was approved.
Upon motion by Councilmember Davis, second by Councilmember De La Rosa,
Resolution approving the West Area Specific Plan (SPEC 2013-002) was
approved.
Ordinance 2632 approving a Rezone (RZ 2019-001) and amending the City of
Salinas Zoning Map accordingly for approximately 797 acres of land located
within the West Area Specific Plan Project Area; and Ordinance 2633 approving
a Development Agreement (DA 2019-001) between the City of Salinas and
property owners and developers related to the West Area Specific Plan Project
Area were introduced.

Businesses was adopted. The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis commended staff for a successful "Christmas in the Park" at
Sobranes Park with approximately 800 youth and families in attendance.
Councilmember Barrera thanked the Public Works staff for supporting the District 2
community meeting. He thanked the police and fire departments for their toy donations to
the community during the holiday season.
Councilmember De La Rosa reported that she attended a number of community events
during the holidays as a way of giving back to the community.
Councilmember McShane commended the City for hosting the employee breakfast to
show staff appreciation. He reported that he hosted a successful Salinas Plan
community meeting. He invited the community to attend a Marine Sanctuary meeting,
promoted the WhaleFest event and other upcoming community events.

Mayor Gunter stated that the Salinas Warming Shelter is seeking additional gift
donations for families and children. He announced the grand openings of the El Gabilan
Library, the Salinas Police Services, and the Sherwood Community Center tentatively
scheduled for late February.

accordingly for approximately 797 acres of land located within the West Area Specific
Plan Project Area; and Adopt an Ordinance approving a Development Agreement (DA
2019-001) between the City of Salinas and property owners and developers related to the
West Area Specific Plan Project Area. The West Area Specific Plan Project Area is
bounded by East Boronda Road on the south, San Juan Grade Road on the west,
Natividad Road on the east, and Rogge Road and the future extension of Russell Road on
the north and will include approximately 4,340 dwelling units, a Village Center with up to
571,500 square feet of mixed-use commercial floor area, eleven parks, up to five schools,
open space, and well sites.
