Manager or his designee to execute all grant acceptance documents with the
U.S. Department of Justice, Office of Justice Programs, Office of Victims of Crime

and authorizing the City Manager to approve and issue the necessary Contract
Change Orders to close out the project was approved. The motion carried by the

Operator to the Classification - Salary Schedule; and to adjust the salary range
for the Recreation Leader I and II temporary classifications impacted by
minimum wage adjustments previously authorized was approved. The motion
carried by the following vote:

Ordinance adopting Rezone (RZ 2019-001) and amending the City of Salinas
Zoning Map accordingly for approximately 797 acres of land located within the
West Area Specific Plan Project Area was adopted.
Upon motion by Councilmember Davis second by Councilmember De La Rosa,
Ordinance approving a Development Agreement (DA 2019-001) between the City
of Salinas and property owners and developers related to the West Area Specific
Plan Project Area was adopted.

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Davis reported he launched a Podcast covering issues that impact residents and the
community and positive events in efforts to better inform the public.
Councilmember Barrera appointed Andres Canseco to the Traffic and Transportation
Commission following Commissioner Viarengo’s resignation. He congratulated the newly
hired and promoted Salinas Police Officers, Sergeant, and Commanders. He expressed
public safety concerns related to homelessness and mental health.
Councilmember De La Rosa commended staff for their support during the holiday
festivities in District 4. She further requested the City re-establishing the pedestrian
safety committee.
Councilmember Cromeenes expressed appreciation of her colleagues as undergoes
breast cancer treatment. She reported the bathrooms at all City parks are being properly
maintained by the contracted service provide. Additionally, she reported staff has
expressed concerns regarding the lack of maintenance at the Public Works Yard and
requested the City Manager address the concerns.
Councilmember McShane announced he is hosting a Clay Street Neighborhood meeting
taking place on January 10 at the YMCA and encouraged the community to attend. He
stated that homelessness is complex issue and added that a group of stakeholders
interested in discussing solutions for homelessness will be participating in the meeting.
Mayor Gunter reported extra security has been added in the downtown area to address
public safety. He added that a temporary occupancy permit was issued for the Mid-Pen
housing development with available transitional units. He announced that Salinas Valley
Memorial Healthcare System is dedicating a new mobile health services vehicle in efforts
to support mental health and other services in the community.
CLOSED SESSION
The City Council recessed to closed session at 4:51 p.m. Councilmember Villegas joined
the closed session meeting at 5:25 p.m.

West Area Specific Plan Project Area; and Adopt an Ordinance approving a Development
Agreement (DA 2019-001) between the City of Salinas and property owners and
developers related to the West Area Specific Plan Project Area. The West Area Specific
Plan Project Area is bounded by East Boronda Road on the south, San Juan Grade Road
on the west, Natividad Road on the east, and Rogge Road and the future extension of
Russell Road on the north and will include approximately 4,340 dwelling units, a Village
Center with up to 571,500 square feet of mixed-use commercial floor area, eleven parks,
up to five schools, open space, and well sites. (Second Reading)
