The following members of the public commented on closed session: Joshua Hofstetter Sang PRESENTATION Meeting was reconvened at 5:38 p.m. Blue Zones Project Update - Kendra Howell, MPP, Senior Policy Lead Received presentation from Kendra Howell, Salinas Valley Memorial Healthcare System Senior Policy Lead regarding an update on the Blue Zones Project. PUBLIC COMMENT TIME RESTRICTIONS Received GENERAL PUBLIC COMMENTS Received public comment. PUBLIC HEARING City of Salinas Page 2 City Council Meeting Minutes - Unofficial January 21, 2020 ID#20-009 2019 Weed Abatement Program Received report from Community Development Director Megan Hunter regarding the Weed Abatement program which provides a vital community service that eliminates dangerous conditions, enhances public safety, and eliminates visual blight in neighborhoods at a very reasonable cost to the City, as well as to property owners. During the weed abatement season, 151 owners were ordered to clear potential fire hazards from their properties. All but three property owners complied with the City's request. The City abated weeds on the three (3) parcels listed in the attached Exhibit A, and abatement costs in the amount of $3,000.00 have been paid from the General Fund. One (1) of the three (3) property owners has paid all of their charges. The two (2) property owners who have not paid have been notified of their total charges, which include a 25% administrative fee. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21774 ID#20-001 Initial Study/Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program for the East Laurel Drive Pedestrian Improvement Project, CIP 9220 Received report from Senior Civil Engineer Eda Herrera and Kimley-Horn and Associates. The East Laurel Drive Pedestrian Improvement Project (the project) wll enhance pedestrian safety and increase connectivity, mobility, and access for transit users and pedestrians. The project is proposed to provide new sidewalk facilities, a trail system and boardwalk for pedestrians and bicyclists, trail lighting and new street lighting. The proposed project will incorporate items into the plans and specifications outlined in the Mitigation Monitoring and Reporting Program (MMRP) to mitigate potential impacts to Biological Resources, Cultural. The following audience member commented on the report: Eric Petersen MaryAnn Worden Upon motion by Councilmember McShane, seconded by Councilmember De La Rosa, approved Resolution 21775 to affirm the CEQA findings; adopted the Initial Study and Mitigated Negative Declaration (IS/MND) and Mitigation and Monitoring Reporting Program (MMRP) for the East Laurel Drive Pedestrian Improvement Project, CIP 9220; and approved the project and required permits authorizing pedestrian, vehicle and trail improvements was approved. The motion carried by the following vote: City of Salinas Page 3 City Council Meeting Minutes - Unofficial January 21, 2020 Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Enactment No: RES 21775 ID#20-020 An Ordinance Restricting the Sale of Electronic Cigarette Products and Flavored Tobacco Products Adopt an ordinance amending Article XI of Chapter 16 of the Salinas Municipal Code to restrict the sale of electronic cigarette products and flavored tobacco products. ID#20-028 Department Directors’ Compensation Plan City Manager Ray Corpuz outlined the new proposed Compensation plan for the Department Directors. The propsed Department Directors Compensaton Plan which will take effect Juanuary 1, 2020, a 2.25% salary increase effective in the first full pay period following Council approval, 2.25% in the pay period inclusive of January 1, 2021, and 2.25% in the pay period inclusive of January 1, 2022; Health benefits: 5% employee contribution toward health premiums starting in the first full pay period following Council approval; Management leave (currently 160 hours): eliminated in 2021 (no future accrual); Biennial physical examination: eliminated in 2020; Physical fitness/wellness: incentive eliminated in 2020; Holidays: floating holidays eliminated in 2021; Uniform allowance: Police/Fire $650 per year; Deferred Compensation & Retirement Savings Plans: 2020 rates in place for the term of the Compensation Plan; Annual leave: additional 120 hours per year, with a cap on accrual, effective January 2021. Upon motion by Councilmember Cromeenes, seconded by Councilmember McShane, approved Resolution 21776 authorizing the City Manager to sign a new Compensation Plan for Department Directors.was approved. The motion carried by the following vote: Ayes: 6- Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter Noes: 1- Councilmember Barrera Enactment No: RES 21776 City of Salinas Page 4 City Council Meeting Minutes - Unofficial January 21, 2020 ID#20-021 City Manager Employment Agreement Received report from Mayor Gunter regarding the proposed amendment to the City Manager Employment Agreement which is set to expire February 2020. The proposed amendment to the Employment Agreement extends the employment agreement for one year, a one-time 2.25% increase in the base salary effective in the payroll period inclusive of February 1, 2020; a fifty percent (50%) reduction in total management leave effective January 1, 2021 (The remaining 50% will be converted to Annual Leave on January 1, 2021); elimination of the two (2) floating holidays effective January 1, 2021; a 5% contribution toward health care premiums, effective February 1, 2020; and elimination of the Physical Fitness/Wellness Program and biennial physical examination benefit effective February 1, 2020. Upon motion by Councilmember McShane, seconded by Councilmember Villegas, approved Resolution 21777 extending and making amendments to the Employment Agreement between the City of Salinas and Ray Corpuz, City Manager.Resolution was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane, Councilmember Villegas and Mayor Gunter City of Salinas Page 5 City Council Meeting Minutes - Unofficial January 21, 2020 Enactment No: RES 21778 ID#20-007 Main Street Streetscape Project, CIP 9230 Upon motion by Councilmember McShane, seconded by Mayor Gunter, approved Resolution 21779 awarding contract to Monterey Peninsula Engineering for the Main Street Streetscape Project, CIP 9230 in the amount of $7,896,492.00; and allocating $262,200 from the General Fund to CIP 9230, as matching funds with the Salinas Rotary: The Downtown Club, towards the District Arch was approved.
