The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21789 CONSIDERATION ID#20-044 Public Art Master Plan Received report from Library and Community Services Director Kristan Lundquist following Council’s direction to facilitate the creation of a Public Arts Master Plan for the City through a community engagement process. The goal of the Master Plan was to create a unified vision and 10-year strategic plan that will support and operationalize the Public Art Program. The Master Plan also establishes a well-defined vision and brand for public art in Salinas, a menu of themes or project types that are a priority for the community, a general process by which artists are commissioned and selected, standards for maintenance and upkeep, a process for prioritizing the annual Public Art Plan, and guidelines for outside funding sources. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21790 ID#20-015 Vision Zero Received report from Traffic Engineer Andrew Easterling regarding “Vision Zero”, a strategy to eliminate traffic fatalities and severe injuries, while increasing safe, healthy, and equitable mobility for all. He added that the City can become a Vision Zero Community and join the Vision Zero Network by meeting certain criteria and committing City of Salinas Page 4 City Council Meeting Minutes - Unofficial February 11, 2020 to develop a Vision Zero Action Plan. Staff requested a state funding allocation to develop a Vision Zero Action Plan and was awarded $72,000 with a local match of $8,000. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember Davis, Councilmember De La Rosa, Councilmember McShane and Mayor Gunter Absent: 1- Councilmember Villegas Enactment No: RES 21791 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Davis reported that the rail committee met and the Rail to Salinas is on track and moving forward. He stated that the City Council as the legislative body of the City approved items and projects for the betterment of the community. Councilmember Barrera reported that he attended the Monterey-Salinas Transit meeting and they reported a decrease in ridership except for Salinas due to the collaboration with CSUMB and Hartnell Community College. Councilmember Barrera appointed Jose Andrew Sandoval to the Measure G Oversight Committee following Mr. Al Espindola’s resignation. Councilmember De La Rosa reported she attended an H2A meeting with staff and added that staff is working collaboratively with key stakeholder groups. Additionally, she reported that she attended an Executive Committee meeting of Salinas Valley Solid Waste Authority and stated they have identified two other sites to relocate the transfer station within the City of Salinas. Councilmember De La Rosa invited the community to attend the El Gabilan Library grand opening ceremonies on February 22 from noon to 4 p.m. Councilmember Cromeeenes reported she is celebrating 6-months of being cancer free. Councilmember Cromeenes appointed Brigid McGrath Massie to the Measure G Oversight Committee. Councilmember McShane reported that he continues to work towards a solution for homelessness and added that the First United Methodist Church is now providing overnight services for women. He reported that he is receiving more interest on the Main Streets Streetscape plan and looks forward to working with the City and business owners on any planned outreach efforts. Mayor Gunter requested the City Clerk share future City Council agendas with the media to ensure the information is disseminated to the public. He reported that he attended an City of Salinas Page 5 City Council Meeting Minutes - Unofficial February 11, 2020 event hosted by Chevron in connection with the golf tournament in Monterey and the local STEM Program. He added that he attended a community meeting in Creekbridge to discuss public safety concerns.
