Resolution authorizing the City Manager to sign a new Memorandum of
Understanding (MOU) between the City of Salinas and the International
Association of Firefighters (IAFF) Local 1270 for a three-year term through
December 31, 2022 was approved. The motion carried by the following vote:

Control Services Administration Pilot Program was approved. The motion carried

PUBLIC HEARING
ID#20-057 Vacation of Unused Work Street Right-of-Way
Received report from Economic Development Manager Andrew Myrick regarding a
vacation of the Right of Way located at 410/426 Work Street recommending combining
the land with adjacent lots of record and create a single lot of record. The reservation of
the easements is required by the California Streets and Highways Code and will preserve
access to allow for the repair and maintenance of existing utilities. The area
encompassed by the land would revert to City ownership. Pursuant to California
Government Code Section 65402(a), the Planning Commission reviewed the proposed
vacation and determined it to be consistent with the Salinas General Plan.
Upon motion by Councilmember Davis, second by Councilmember McShane,
Resolution vacating a portion of the Work Street Right-of-Way which is currently
a part of the City's Public Works Maintenance Yard, reserving easements for
existing gas lines and storm drain pipes, and conveying the vacated property to
the City as the adjacent property owner was approved. The motion carried by the
following vote:

ID#20-064 Tax Equity and Fiscal Responsibility Act (TEFRA) Hearing to Consider the
Issuance of Tax-Exempt Bonds by the California Statewide Communities
Development Authority (CSCDS) for the Salinas Pointe Apartments
Received report from Finance Director Matt Pressey regarding the issuance of multifamily
housing revenue bonds by the CSCDA for the purpose of financing the acquisition and
rehabilitation of the Salinas Pointe Apartments (the “Project”) located in the City of
Salinas by KDF Communities. The Tax Equity and Fiscal Responsibility Act of 1982
(TEFRA) mandates a public accountability procedure involving the legislative body of a
local agency in which a proposed project is located.

CONSIDERATION
ID#20-062 FY 2019-20 Mid-Year Budget Review and Adjustments
Received report from Finance Director Matt Pressey regarding the mid-year review which
includes a Revenue adjustments total $5,062,000, appropriations total $3,132,900, CIP
adjustments total $6,562,000 and increases in various reserves, including a CalPERS
UAL paydown, totaling $10.5 million. Mid-year adjustments are almost all one-time in
nature and are items initially requested by departments prior to the adoption of the
budget but were not funded. The adjustments are also consistent with the
recommendations in the Salinas Plan.

Upon motion by Councilmember Davis, second by Councilmember McShane,

Subscription Services for ShotSpotter Flex Gunfire Location, Alert and Analysis
Service was approved. The motion carried by the following vote:

COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis commended Library and Community Services Director Kristan
Lundquist, staff and the City on grand opening of El Gabilan Library. He added that he
looks forward to future upgrades to the Steinbeck Library and new libraries in the Future
Growth Area.
Councilmember Barrera appointed Joseph Frausto to the Public Art Commission. He
reported he is traveling to the Sister City U.S./Mexico Summit in El Paso, Texas on

behalf of the City.
Councilmember De La Rosa reported that she attended the Paint and Sip event at the El
Gabilan Library and the grand opening ceremonies. She reported that she has received a
numerous constituent calls related to parking concerns. She requested staff work with
residents to address the parking issues.
Councilmember Cromeenes reported that she attended the Salinas Valley Solid Waste
Authority (SVSWA) meeting and noted that they are still working on a solution for the
relocation of the transfer station. She appointed Kimbley Craig to the Police Community
Advisory Committee.
Councilmember Villegas reported that he attended the SVSWA meeting and the
Authority requested the consultant report. Councilmember Villegas appointed Angie
Ortega to the Police Community Advisory Committee.
Councilmember McShane requested a presentation from HomeMatch. Requested was
second by Councilmember Villegas. He additionally requested a committee or staff to
continue the dialogue with Mr. Cook and the Salinas City Center Improvement
Association to address homelessness, cleanups, and other downtown business issues.
Mayor Gunter reported he is attending the Salinas Valley Chamber of Commerce 99th
annual luncheon. Her announced KION will remain in Salinas and will continue to work
with the Community and the City of Salinas. He announced he will be attended the SHS
100th anniversary and Read Across America event.

limit the time for public comments depending on the agenda schedule.
