Upon motion by Councilmember Davis, second by Councilmember De La Rosa,
Resolution approving the establishment of a multi-way stop at the intersection of
Pajaro Street, San Ramon Circle and San Pedro Street was approved. The
motion carried by the following vote:

Resolution establishing a total of 50 feet of "No Parking" red zones along Central
Avenue to provide sufficient stopping sight distance was approved. The motion
carried by the following vote:

officers from L.C. Action Policy Supply at a total cost of $37,795.22

Upon motion by Councilmember Davis, second by Councilmember De La Rosa,
Resolution authorizing the City Manager to establish a new Compensation Plan
for the Confidential Management employees was approved. The motion carried

ID#20-092 Modification to the Classification - Salary Schedule
Upon motion by Councilmember Davis, second by Councilmember De La Rosa,
Resolution o amend the Classification - Salary schedule to reflect previously
authorized cost of living adjustments for the International Association of
Firefighters (IAFF) Local 1270 that became effective February 24, 2020 and the
proposed cost of living adjustments for the Confidential Management employees
effective March 9, 2020 was approved. The motion carried by the following vote:

CONSIDERATION
ID#20-083 Study Session on the General Plan and Resolution Reaffirming the General
Plan Guiding Principles
Received report from Community Development Director Megan Hunter regarding the
General Plan Update scheduled for completion in June 2023. The Plan will cost
approximately $2.5 million using staff to draft large sections of the plan and lead outreach
efforts. The General Plan Update will require an Environmental Impact Report and will
include a comprehensive revision to the Zoning Code.

ADMINISTRATIVE REPORT
ID#20-014 Commercial Cannabis Industry in Salinas
Received report from Community Development Director Megan Hunter pursuant to
Salinas Municipal Code (SMC) Sec. 5-07.49, regarding the operations of commercial
cannabis businesses within the City. The report included information regarding
employment, community benefits, tax revenue, crime, building/zoning compliance, and
any other information requested by the Council.
No action. This report presented information to the City Council regarding the
2019 Cannabis Industry in Salinas.
ID#20-063 Salinas Safe Routes to School Plan - Spring 2020 Update
Received report from Transportation Planner James Serrano and Ariana Green of the
Transportation Agency for Monterey County, regarding the Salinas Safe Routes to School
Plan. TAMC has allocated Measure X funds toward improving safety for all who travel to
schools in the amount of $168,978 and were leveraged to secure a $954,502 Caltrans
Sustainable Transportation Planning Grant focused on Salinas routes to schools.

ID#20-094 Employee Compensation and Benefits Summary and CalPERS Actuarial
Update
Received report from Human Resources Director Marina Horta-Gallegos and Finance
Director Matt Pressey regarding employee compensation, benefits, CalPERS actuarial
and cost drivers for the City.
No action. This report presented information to the City Council regarding the
Employee Compensation and Benefits and CalPERS Actuarial.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Councilmember Davis reported that the Transportation Agency for Monterey County Rail
Committee reviewed the Salinas Rail Project packages 1, 2, and 3 and are on time and
budget for 2022 completion. He reported that City is number three on the bus rapid
transit project and expressed concerns considering the City has the highest ridership in
the County. Councilmember Davis requested a presentation from Monterey-Salinas
Transit to include an update on the ridership and maintenance and sustainability plan. He
additionally requested a streets and sidewalk program update report at a future Finance
Committee meeting.

Councilmember Barrera reported that he attended the graffiti removal project at Natividad
Creek Park, a project funded by SB 154 in collaboration with police cadettes. He
reported that he attended the International Sister City U.S./Mexico Summit in El Paso,
Texas encouraged the city to continue build and support local sister city organizations
and merchants.
Councilmember De La Rosa invited the City Council to attend the League of California
Cities Monterey Division meeting hosted by the City of Gonzales. She reported that the
City of Salinas is working diligently on the Census 2020 and encouraged everyone to
participate in the full count. Councilmember De La Rosa reported that she and the City
Manager met with MontereyOne Water to discuss a potential rate increase that will be
presented to the Council at a future meeting.
Councilmember Villegas reported that he will be attending the Salinas Valley Solid Waste
Authority meeting on Thursday, March 5. He added that he had an opportunity to visit the
new El Gabilan Library and commended staff and the City for an exceptional project.
Councilmember McShane reported that he attended numerous community events
including the Salinas High School 100th anniversary celebration, the Police Activities
League Battle of the Badges, and the Salinas Valley Chamber of Commerce luncheon.
He invited the City Council to participate in the rose garden maintenance at Central Park
on March 7.
Mayor Gunter reported that he met with the Salinas City Center Improvement Association
to discuss their request for additional services in the downtown area. He additionally
reported that he attended the Local Agency Formation Commission and participated in
the Read Across America event.
