PUBLIC NOTICE
This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber.
SUBMISSION OF PUBLIC COMMENT PROCEDURES
Based on guidance from the California Department of Public Health and the California
Governor’s Office, in order to minimize the spread of the COVID 19 virus, City meetings
may be observed live at https://salinas.legistar.com/Calendar.aspx, on The Salinas
Channel on YouTube at https://www.youtube.com/user/thesalinaschannel or on Comcast
Channel 25.
If you wish to make a comment on a specific agenda item, please submit your comment
via email by 3:00 P.M. on Tuesday, April 14, 2020 to the City Clerk at
PublicComment@ci.salinas.ca.us
If you are watching the live stream and wish to make either a general public comment or
to comment on a specific agenda item as it is being heard please submit your comment,
limited to 250 words or less, to the City Clerk at PublicComment@ci.salinas.ca.us
Every effort will be made to read your comment into the record, but some comments may
not be read due to time limitations.
Reading of Public Comments: The City Clerk shall read all email comments, provided
that the reading shall not exceed two (2) minutes. The email comments submitted shall
become part of the record.

PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached. The
public may request that the legislative body consider adding an item for consideration on
a future agenda. The public may comment on scheduled agenda items, including closed
session items, as they are considered. In order to be respectful of all speakers’ views
and to avoid disruption of the meeting, the audience shall refrain from applauding or
jeering speakers who have been recognized by the Mayor.
CONSIDERATION
ID#20-126 Review of the continued need for continuation of the existence of a local

emergency due to the COVID-19 pandemic [Government Code section
8630(c)]
Recommendation: Acknowledge the continued existence of a local emergency, first declared on March 17,
2020, due to the continued existence of COVID-19 within the city of Salinas.

Resolutions ratifying Orders of the Director of Emergency Services
Recommendation: Approve a Resolution ratifying Orders of the Director of Emergency Services related to
residential and commercial tenant protections (01-2020), designation of City employees
as coming within critical sectors necessary for the continuity of City operations
(02-2020), and designation of certain public works projects as essential governmental
functions necessary for the maintenance and the repair of essential infrastructure
(03-2020).

Recommendation: Approve a Resolution authorizing a COVID-19 local business relief assistance.

Recommendation: Approve a resolution authorizing the purchase of one 2020 Multiquip Generator
ID#20-113 Sale of Real Estate at 701 North Davis Road
Recommendation: Approve a Resolution approving a Purchase and Sale Agreement for a portion of the
property located at 701 North Davis Road.
ID#20-114 Dark Fiber and Small Cell License Agreements
Recommendation: Approve a Resolution approving the Dark Fiber Reciprocal License Agreement and the
License Agreement for Wireless Installations on City Structures.
ID#20-115 Cooperative Agreement between the City and County of Monterey for the
Bardin Road Safe Routes to School Improvements Project (CIP 9218)
Recommendation: Approve a Resolution authorizing the Mayor to execute a Cooperative Agreement
between the City and County of Monterey for the pavement rehabilitation of Alisal Road
and maintenance of all the portions of the Roundabout that lie within the County as part
of the Bardin Safe Routes to School (SRTS) Improvements.
ID#20-116 Amendment No. 1 to the Professional Services Agreement with Kimley Horn
and Associates for Traffic Signal Design Services
Recommendation: Approve a Resolution approving Amendment No. 1 to the Professional Services
Agreement between the City of Salinas and Kimley-Horn and Associates for traffic signal
design services.

ID#20-117 California State Library Mobile Services Grant Award
Recommendation: Approve a Resolution accepting the California State Library Shared Vision: Bringing the
Library Grant Award in the Amount of $260,000 and authorize receipt of funds and
approve the direct purchase of a mobile vehicle not to exceed $335,000.

Emergency Solutions Grants Program Continuum of Care Allocation Notice
of Funding Availability Application Submittal
Recommendation: Approve a HCD required Resolution authorizing the City as the AE to receive and
administer the 2020 ESG Program CoC grant; and approve a Resolution approving the
2020 HCD ESG Program CoC Allocation NOFA application submittal.
ID#20-122 Salinas ITC Storm Drain Pipeline Relocation, Project 9006
Recommendation: Approve a Resolution to approve swapping $822,820 of Measure X funds from CIP 9006
for Gas Tax funds from various CIP projects.
ID#20-123 Use of Funds Agreement with Homeful Foundation
Recommendation: Approve a Resolution authorizing a Use of Funds Agreement (Agreement) retroactive
April 1, 2020 with Homeful Foundation (Foundation) to accept donation of trailers to
expand homeless resource in response to COVID-19.
ID#20-125 Modification to the Classification and Salary Schedule
Recommendation: Approve a Resolution modifying the Classification - Salary Schedule to reflect the
addition of the classifications of unrepresented temporary Retired Annuitant - Public
Works Administrative Supervisor and Retired Annuitant - Integration/Application
Administrator.
ADMINISTRATIVE REPORT
ID#20-124 Update of Economic Development Efforts
Recommendation: No action required. This report presents information to the City Council regarding
economic development efforts.
