PUBLIC NOTICE
This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber.

Based on guidance from the California Department of Public Health and the California
Governor’s Office, in order to minimize the spread of the COVID 19 virus, City meetings

Channel 25.
If you wish to make a comment on a specific agenda item, please submit your comment
via email by 2:00 P.M. on April 28, 2020 to the City Clerk at

If you are watching the live stream and wish to make either a general public comment or
to comment on a specific agenda item as it is being heard please submit your comment,
limited to 250 words or less, to the City Clerk at PublicComment@ci.salinas.ca.us
Every effort will be made to read your comment into the record, but some comments may
not be read due to time limitations.
Reading of Public Comments: The City Clerk shall read all email comments, provided

b. Threat to Public Services or Faclities - California Government Code Section
54957(a), the City Council will confer with the City Attorney regarding matters
posing a threat to the security of public buildings, essential public services, or the
public's right of access to public services or facilities.
PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the audience on items that are not on the agenda
and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached. The
public may request that the legislative body consider adding an item for consideration on
a future agenda. The public may comment on scheduled agenda items, including closed
session items, as they are considered. In order to be respectful of all speakers’ views
and to avoid disruption of the meeting, the audience shall refrain from applauding or
jeering speakers who have been recognized by the Mayor.
CONSENT AGENDA
All matters listed under Consent Agenda may be enacted by one motion unless a
member of the Council or the public requests discussion or a separate vote.

Recommendation: Approve minutes of April 14, 2020.
ID#20-146 Financial Claims
Recommendation: Approve financial claims report.
ID#20-127 SB1 Road Repair and Accountability Act- FY 2020/21 Projects
Recommendation: Approve a Resolution regarding the local street maintenance and rehabilitation projects
proposed to be partially or fully funded by California Senate Bill 1 in Fiscal Year 2020/21.
ID#20-129 East Laurel Drive Pedestrian Improvements Project, CIP 9220
Recommendation: Approve a Resolution approving plans and specifications for the East Laurel Drive
Pedestrian Improvements Project, CIP 9220; and authorizing issuance of the Invitation to
Bidders, with bids to open on June 23, 2020; and accepting award of $900,000 of RSTP
funds from TAMC for the East Laurel Drive Pedestrian Improvements Project, CIP 9220.
ID#20-130 Master Service Agreements for On-Call Construction Management
Consulting Services
Recommendation: Approve a Resolution approving three Master Service Agreements with MNS Engineers,
Inc.; Harris and Associates, Inc.; and 4Leaf, Inc. to provide construction management
consulting service for various City of Salinas Public Works Capital Improvement Program
(CIP) projects.

Recommendation: Approve a Resolution entering into a Sublease Agreement with Simplot for the property
located at 801 Abbott Place.
ID#20-141 Surplus of Decommissioned Communications Equipment
Recommendation: Approve a Resolution authorizing surplus decommissioned communications equipment to
be made available for re-purposing by allied public safety agencies, training programs and
volunteer groups, or sale pursuant to Salinas Municipal Code (SMC) �12-15; �12-16.
ID#20-145 Surplus of Decommissioned Fire Equipment
Recommendation: Approve a Resolution authoring surplus decommissioned fire equipment to be
re-purposed by public safety agencies, training programs, youth and volunteer groups, or
sold pursuant to established City policy.
ID#20-148 Fondo Empresarial Emergency Loan Program Loan Loss Reserve
Recommendation: Approve a Resolution authorizing the City's contribution of $25,000 as loan loss reserve
for the Fondo Empresarial Emergency Loan Program.
ID#20-150 Fire Supervisors Association Memorandum of Understanding and
Modification to Classification - Salary Schedule
Recommendation: Approve a Resolution authorizing the City Manager to sign a new Memorandum of
Understanding (MOU) between the City of Salinas and the Fire Supervisors Association
(FSA) for a three-year term through December 31, 2022 and modifying the Classification -
Salary Schedule.
PUBLIC HEARING
ID#20-134 FY 2020-21 City-Wide Schedule of Fees and Service Charges
Recommendation: Approve a Resolution to approve adjustments and additions to the City-Wide Schedule of
Fees and Service Charges effective October 1, 2020.
ID#20-135 City Development Impact Fee Annual Adjustment
Recommendation: Approve a Resolution increasing City development impact fees by 2.6% effective October
1, 2020.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Receive communication from Councilmembers on reports, appointments and future
agenda items. Councilmember comments are generally limited to three minutes.
