PUBLIC NOTICE
This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber.

Based on guidance from the California Department of Public Health and the California
Governor’s Office, in order to minimize the spread of the COVID 19 virus, City meetings

If you wish to make a comment on a specific agenda item, please submit your comment

PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further

GENERAL PUBLIC COMMENTS
Receive public communications from the public on items that are not on the agenda and
that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached. The
public may request that the legislative body consider adding an item for consideration on
a future agenda. The public may comment on scheduled agenda items, including closed
session items, as they are considered.

member of the Council or the public requests discussion or a separate vote.

ID#20-160 November 3, 2020 General Municipal Election
Recommendation: Approve a Resolution ordering an election, requesting the County Elections Department
to conduct the election and requesting consolidation of the November 3, 2020 election.

ID#20-153 Surplus Vehicles and Equipment for Auction
Recommendation: Approve a Resolution declaring vehicles and equipment surplus and authorize their
disposal through auction by the Finance Department.
ID#20-161 Monterey Peninsula Foundation Grant Award
Recommendation: Approve a Resolution accepting the Monterey Peninsula Foundation Grant award in the
amount of $75,000 and authorize receipt of funds.
ID#20-163 Salinas City Center Improvement Association (SCCIA) 2019 Annual Report
Recommendation: Approve a Resolution accepting and approving the Salinas City Center Improvement
Association Fiscal Year 2018-2019 Annual Report for the Downtown Salinas Community
Benefit District Area.
ID#20-166 Uniform Rental and Laundry Service
Recommendation: Approve a Resolution approving the payment of services by Cintas Inc, and authorizing an
agreement for uniform rental and laundry services.
ID#20-170 Modification to the Classification - Salary Schedule
Recommendation: Approve a Resolution modifying the Classification - Salary Schedule to reflect the
addition of the classifications of unrepresented temporary Retired Annuitant - Assistant
Finance Director; and Stormwater Technician.
ID#20-171 Purchase and Installation of a Sprung Structure at the Chinatown Navigation
Center
Recommendation: Approve a Resolution authorizing: 1) the use of the Salinas Redevelopment Agency
(SRA) Housing Trust Funds in the amount of $250,000 to purchase and install a sprung
structure at the Chinatown Navigation Center and 2) the execution of an agreement by
the City Manager with Sprung Instant Structures, Inc. in an amount not to exceed
$250,000 for said purchase and installation.
ID#20-173 Confidential Non-Management Compensation Plan and Modification to
Classification-Salary Schedule
Recommendation: Approve a Resolution authorizing the City Manager to establish a new Compensation
Plan for the Confidential Non-Management employees and modifying the Classification -
Salary Schedule.
PUBLIC HEARING
ID#20-162 Airport/Work Street Development (1341 Mercer Way)
Recommendation: Approve a Resolution certifying the Mitigated Negative Declaration and Mitigation
Monitoring and Reporting Program for a Ground Lease on the 13.25-acre parcel of land
located at 1341 Mercer Way. Following this action, Staff recommends a motion
approving a Ground Lease, Exchange Agreement, and Sublease with RN Borelli.
