PUBLIC NOTICE
This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber.
SUBMISSION OF PUBLIC COMMENT PROCEDURES
Based on guidance from the California Department of Public Health and the California
Governor’s Office, in order to minimize the spread of the COVID 19 virus, City meetings
may be observed live at https://salinas.legistar.com/Calendar.aspx, on The Salinas
Channel on YouTube at https://www.youtube.com/user/thesalinaschannel or on Comcast
Channel 25.
If you wish to make a comment on a specific agenda item, please submit your comment
via email by 2:00 P.M. on May 26, 2020 to the City Clerk at
PublicComment@ci.salinas.ca.us. Please include the agenda number and topic in the
subject line.
If you are watching the live stream and wish to make either a general public comment or
to comment on a specific agenda item as it is being heard please submit your comment,
limited to 250 words or less, to the City Clerk at PublicComment@ci.salinas.ca.us
Every effort will be made to read your comment into the record, but some comments may
not be read due to time limitations.
Reading of Public Comments: The City Clerk shall read all email comments, provided
that the reading shall not exceed two (2) minutes. The email comments submitted shall
become part of the record.

PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications from the public on items that are not on the agenda and
that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent,
Consideration, and Closed session items should be held until the items are reached. The
public may request that the legislative body consider adding an item for consideration on
a future agenda. The public may comment on scheduled agenda items, including closed
session items, as they are considered.
CONSENT AGENDA
All matters listed under Consent Agenda may be enacted by one motion unless a
member of the Council or the public requests discussion or a separate vote.

ID#20-182 Lead Me Home Plan Memorandum of Understanding
Recommendation: A motion to approve a resolution approving a Memorandum of Understanding (MOU) for
City of Salinas (City) California Emergency Solutions and Housing (CESH) Program
reimbursement to Coalition of Homeless Services Providers (Coalition) for Monterey and
San Benito Counties Lead Me Home Plan (Plan).
ID#20-189 Agreement for 911 Emergency Communications Services and Governance
Recommendation: Approve a Resolution approving the Agreement for 911 Emergency Communications
Services and Governance, Authorizing the Mayor to sign the Agreement, and authorizing
the City Manager to take additional action to implement the Agreement.

ID#20-181 Substantial Amendment to United States Department of Housing and Urban
Development FY 2019-2020 Annual Action Plan, Amendment to the Citizen

Recommendation: Approve a Resolution for a Substantial Amendment to the United States Department of
Housing and Urban Development Fiscal Year 2019-2020 Annual Action Plan, amendment
to Citizen Participation Plan and Program Manuals.
ADMINISTRATIVE REPORT
ID#20-183 FY 2020-21 Proposed Operating and Capital Improvement Budgets
Recommendation: No action is required. This Report presents information to the City Council regarding the
FY 2020-21 proposed Operating and Capital Improvement Budgets.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Receive communication from Councilmembers on reports, appointments and future
agenda items. Councilmember comments are generally limited to three minutes.
