PUBLIC NOTICE
This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber.
SUBMISSION OF PUBLIC COMMENT PROCEDURES
Based on guidance from the California Department of Public Health and the California
Governor’s Office, in order to minimize the spread of the COVID 19 virus, City meetings
may be observed live at https://salinas.legistar.com/Calendar.aspx, on The Salinas
Channel on YouTube at https://www.youtube.com/user/thesalinaschannel or on Comcast
Channel 25.
If you wish to make a comment on a specific agenda item, please submit your comment
via email by 2:00 P.M. on June 9, 2020 to the City Clerk at
PublicComment@ci.salinas.ca.us
If you are watching the live stream and wish to make either a general public comment or
to comment on a specific agenda item as it is being heard please submit your comment,
limited to 250 words or less, to the City Clerk at PublicComment@ci.salinas.ca.us
Every effort will be made to read your comment into the record, but some comments may
not be read due to time limitations.
Reading of Public Comments: The City Clerk shall read all email comments, provided
that the reading shall not exceed two (2) minutes. The email comments submitted shall
become part of the record.

PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.
CONSENT AGENDA
All matters listed under Consent Agenda may be enacted by one motion unless a
member of the Council or the public requests discussion or a separate vote.

ID#20-201 Financial Claims
Recommendation: Approve financial claims report.
ID#20-174 Setting Public Hearing Dates for Levying Annual Assessments for the
Landscape and Maintenance Assessment Districts
Recommendation: Approve Resolutions ordering an Engineer's Report, stating its intention to levy and
collect an assessment, and setting public hearing dates for levying of annual
assessments for the landscape and maintenance assessment districts.
ID#20-177 Service Agreements for Professional Service Firms
Recommendation: Approve a Resolution authorizing the City Manager to enter into Professional Services
Agreements with CSG Consultants, 4Leaf and Bureau Veritas North America, to provide
technical permitting and inspection services to the City's Permit Center through FY
2020-2021.
ID#20-178 Purchase of Mobile Column Lifts from Makai Solutions
Recommendation: Approve a Resolution approving the direct purchase of 6 Mach Max Mobile Column Lifts
from Makai Solutions in the amount of $77,588.56.
ID#20-192 2020 California Department of Housing and Community Development Local
Early Action Planning Grant Application
Recommendation: Approve a Resolution authorizing the submittal of a grant application for, and receipt of,
Local Government Planning Support Grant Program Funds.
ID#20-196 Retirement Incentive Program
Recommendation: Approve a Resolution authorizing the City Manager to implement a retirement incentive
program for eligible City employees effective July 1, 2020 through June 30, 2021.
ID#20-198 The David and Lucile Packard Foundation Fund of the Community
Foundation for Monterey County Grant Award
Recommendation: Approve a Resolution accepting the David and Lucile Packard Foundation Fund of the
Community Foundation for Monterey County Thriving Youth Strategy Grant Award in the
amount of $50,000.
ID#20-202 Cooperative Agreement between the City and the County of Monterey for
the East Laurel Drive Pedestrian Improvement Project (CIP 9220)
Recommendation: Approve a Resolution authorizing the Mayor to execute a Cooperative Agreement
between the City and County of Monterey for the pedestrian improvements, pedestrian
lighting and street lighting installation which lie in the frontage of Monterey County offices
on East Laurel Drive and approval for use of Monterey County land for construction
station for the East Laurel Drive Pedestrian Improvement project.
ID#20-208 Direct Purchase of Four Variable Message Radar Trailers with ALPR for
UASI Grant
Recommendation: Approve a Resolution authorizing the direct purchase of four Variable Message Radar
Trailers with ALPR from Lehr Auto Electric at a total cost of $195,966.94.

ID#20-209 Capital Improvement Project for Crime Scene Investigation (CSI) Equipment
Recommendation: Approve a Resolution creating a new Capital Improvement Project for Crime Scene
Investigation (CSI) Equipment and fund the CIP with $70,000 from 1000.40.4130-66.5000.
ID#20-228 Voluntary Time-Off Program
Recommendation: Approve a Resolution authorizing the City Manager to implement a Voluntary Time-Off
(VTO) Program for eligible City employees effective July 1, 2020 through June 30, 2021.
PUBLIC HEARINGS
ID#20-199 Zoning Code Amendment 2019-007; a request to increase convenience store
floor area from 2,500 square feet to 5,000 square feet in the IGC
(Industrial-General Commercial) Zoning District
Recommendation: Approve a Resolution finding Zoning Code Amendment 2019-007 exempt from the
California Environmental Quality Act (CEQA) pursuant to a Class 5 Categorical and adopt
an Ordinance for Zoning Code Amendment 2019-007.
ID#20-207 Republic Services Garbage and Recycling Rates FY 2020-21
Recommendation: Approve a Resolution finding the proposed annual adjustments to Republic Services of
Salinas' (Republic Services) Schedule of Service Fees and Schedule of Rates for
Residential and Commercial Customers effective July 1, 2020, to be both reasonable and
within the terms of the Franchise Agreement.
