ID#20-212 Villa Street Neighborhood Traffic Calming Plan Recommendation: Approve a Resolution approving the Villa Street Neighborhood Traffic Calming Plan in accordance with the City's Traffic Calming Policy. ID#20-217 Contract Change Order - City Wide Median/Greenbelts, Parks and City Facility Landscape Services Recommendation: Approve a Resolution approving Contract Change Order No. 1 to agreement with Brightview Landscape Services for City-wide Medians/Greenbelts, Parks and City Facility Landscape Services. ID#20-218 Alvin Drive and Linwood Drive Safe Routes to School Project Recommendation: Approve a Resolution to award contract to Norcal Contractor for the Alvin Drive and Linwood Drive Safe Routes to School; Project No. 9219; Federal Project ATPL-5045(030) in the amount of $2,406,740.67 and approve associated transfer request for $730,000, to consolidate funding for the Alvin Drive and Linwood Drive Safe Routes to School (CIP 9219). ID#20-226 Salinas ITC Sewer and Storm Pipeline Relocation Project, CIP 9006 Recommendation: Approve a Resolution accepting the Salinas ITC Sewer and Storm Pipeline Relocation Project, CIP 9006, for maintenance and responsibility. ID#20-227 Amendment to PEG Agreement with Monterey County Office of Education Recommendation: Approve a Resolution approving Amendment No. 3 to the PEG (Public, Educational, and Governmental) support agreement between the City of Salinas and the Monterey County Office of Education. ID#20-229 2020 Tow Franchise Service Agreement Recommendation: Approve a Resolution approving and authorizing the City Manager to execute the Salinas Police Department's 2020-2021 Tow Franchise Service Agreement. ID#20-231 California Department of Housing and Community Development Emergency Solutions Grants Program Coronavirus Notice of Funding Availability Application Submittal Recommendation: Approve an HCD required Resolution authorizing the City as the Administrative Entity to receive and administer the 2020 ESG-CV Program Continuum of Care Grant; and approve a Resolution approving the 2020 HCD ESG-CA Program Continuum of Care Grant Allocation NOFA application submittal. ID#20-233 Fiscal Year 2020-21 Assessment and Maintenance District Levies Transmittal to the Monterey County Tax Collector Recommendation: Approve a Resolution authorizing staff to transmit to the Tax Collector's office of the County of Monterey the annual levies for assessment and maintenance district fees and charges. ID#20-240 Salinas Municipal Airport Lighting Control and Monitoring System (ALCMS) Improvements; CIP No. 9198 (FAA AIP No. 3-06-0206-29) Recommendation: Approve a Resolution approving award of contract to Lee Wilson Electric Company, Inc. for the Salinas Municipal Airport Lighting Control and Monitoring System (ALCMS) Improvements; CIP No. 9198 (FAA AIP No. 3-06-0206-29) in the amount of $409,338.00 (Base Bid plus Additive Alternatives 1 and 2). ID#20-241 Agreement Amendment-Corvel Enterprise Comp, Inc. Recommendation: Approve a Resolution approving an amendment to an existing agreement with CorVel Enterprise Comp., Inc. for third-party administration and adjustment services for the City's Workers' Compensation Program. ID#20-244 Economic Development Administration (EDA) Grant Application Recommendation: Approve a Resolution authorizing the City to be part of a joint grant application to the U.S. Department of Commerce, Economic Development Administration (EDA) to increase small business access to capital for economic recovery. ID#20-245 Loan Agreement with the Monterey County Housing Authority Development Corporation (HDC) for Parkside Phase 1 Affordable Housing Development Recommendation: Approve a Resolution authorizing the City Manager to enter into a loan agreement with the Monterey County Housing Authority Development Corporation (HDC) with modified terms for deferred payment of development fees up to $1.3 million for Parkside Phase 1 affordable housing development to be paid over fifty-five (55) years from residual receipts at a simple interest rate of 3.0%. ID#20-248 COVID-19 Local Business Relief Assistance Extension Recommendation: Approve a Resolution extending the COVID-19 local business relief assistance. ID#20-249 Transfer of Mobile Command and Communications Vehicle Recommendation: Approve a Resolution authorizing the transfer of the Salinas Fire Department Mobile Command and Communications Vehicles "MCCV" to the Monterey County Sheriff's Office. ID#20-252 Contract for Installation of a Sprung Structure at the Chinatown Navigation Center City of Salinas Page 5 Printed on 6/18/2020 City Council Meeting Agenda - Final June 23, 2020 Recommendation: Approve a Resolution authorizing the use of the Salinas Redevelopment Agency (SRA) Housing Trust Fund in the amount of $98,574 for the installation of a Sprung structure at the Chinatown Navigation Center (CNC); and the use of HUD entitlement Emergency Solutions Grants - COVID (ESG-CV) funds in the amount of $260,000 for the installation of a Sprung structure and related improvements and fixtures at the CNC; and the addition of $260,000 of ESG-CV funding to CIP No. 9125 (CNC Sprung Structure); and the execution of an agreement by the Mayor with G & G Builders, Inc. in an amount not to exceed $350,000 for said installation, improvements, and fixtures. ID#20-256 Purchase of 2020 Ford F-250 4x4 Flatbed Utility Truck Recommendation: Approve a Resolution authorizing the direct purchase of a 2020 Ford F-250 4X4 flatbed utility truck from Salinas Valley Ford Trucks at a total cost of $47,722.01. CONSIDERATION ID#20-221 2018 Slurry Seal Improvements, CIP No. 9981 Recommendation: Approve a Resolution accepting the 2018 Slurry Seal Improvements, CIP No 9981 for maintenance and responsibility. PUBLIC HEARINGS ID#20-232 Zoning Code Amendment 2020-001; A request to allow renting of vehicles including, but not limited to automobiles, light trucks, and vans as an accessory use to vehicle sales and services in the Industrial General (IG) Zoning District. Recommendation: Staff recommends that the City Council find Zoning Code Amendment 2020-001 exempt from the California Environmental Quality Act (CEQA) pursuant to a Class 5 Categorical Exemption and affirm the findings and adopt the Ordinance. ID#20-222 Resolution extending fee reduction for Conditional Use Permit - Minor Exception (Administrative) until December 31, 2020 Recommendation: Approve a Resolution extending fee reduction for the current Planning Fee for Conditional Use Permit (CUP)- Minor Exception (Administrative) to $500.00 until December 31, 2020 effective upon approval. The fee will revert to $869.91 on January 1, 2021. ID#20-257 Authorization to Submit Application to the California Department of Housing and Community Development (HCD) for the Permanent Local Housing Allocation (PLHA) Program and Participate in the Formation of a Regional Housing Trust Fund Recommendation: Approve resolutions authorizing the application submittal to the California Department of Housing and Community Development (HCD) to receive and administer $1,006,847 in Permanent Local Housing Allocation Program (PLHA) Grant Funds (City and State Resolutions); Approve resolutions authorizing participation in an application to HCD for the Local Housing Trust Fund Program (LHTF) submitted by the County of Monterey to establish a Regional Housing Trust Fund and transfer $36,000 from CIP 9247 (EDE Implementation) to CIP 9021 (Housing Production Fund) and allocate $200,000 in CIP 9021 as the required match for said application (City and State Resolution). ID#20-260 Substantial Amendment to United States Department of Housing and Urban City of Salinas Page 6 Printed on 6/18/2020 City Council Meeting Agenda - Final June 23, 2020 Development FY 2019-2020 Annual Action Plan Recommendation: Approve a Resolution for a Substantial Amendment to the United States Department of Housing and Urban Development FY 2019-2020 Annual Action Plan. ID#20-251 FY 2020-21 Operating and Capital Improvement Budgets and Annual Appropriations Limit Recommendation: Approve Resolutions for the proposed FY 2020-21 Operating Budget for the City of Salinas and Successor Agency to the former Salinas Redevelopment Agency, the FY 2020-21 Capital Improvement Budget for the City of Salinas, and establishing the Appropriation Limit for FY 2020-21 at $263,711,239.
