JOINT SALINAS FACILITIES FINANCING AUTHORITY PUBLIC HEARING ID#20-303 2020 Refunding Bond Program Recommendation: Approve Resolutions approving the legal documentation whereby the Salinas Facilities Financing Authority ("Authority") leases certain assets from the City to refinance the Prior Obligations pursuant to ground leases and leases the premises constituting the City Municipal Complex, Fire Station No. 3 and Fire Station No. 5 back to the City pursuant to a new lease, establishing parameters for the ground lease and new leases, approving a continuing disclosure certificate, designating bond counsel and an underwriter to execute a sale of bonds for the 2020 Bonds and approving the official statement to be used in conjunction with the sale of bonds.
