This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the

GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session

Recommendation: Approve a Resolution extending the rotation of the current Mayor Pro Tem; and consider
whether to appoint an individual to fill the vacant Mayoral seat.

Recommendation: Provide direction on whether to name a City facility in honor of Mayor Joe Gunter and
consider a motion to begin the process consistent with the City's Policy for the Naming

JOINT SALINAS FACILITIES FINANCING AUTHORITY PUBLIC HEARING
ID#20-303 2020 Refunding Bond Program
Recommendation: Approve Resolutions approving the legal documentation whereby the Salinas Facilities
Financing Authority ("Authority") leases certain assets from the City to refinance the
Prior Obligations pursuant to ground leases and leases the premises constituting the
City Municipal Complex, Fire Station No. 3 and Fire Station No. 5 back to the City
pursuant to a new lease, establishing parameters for the ground lease and new leases,
approving a continuing disclosure certificate, designating bond counsel and an
underwriter to execute a sale of bonds for the 2020 Bonds and approving the official
statement to be used in conjunction with the sale of bonds.

Recommendation: Approve a Resolution approving a new mid-block crosswalk on Romie Lane.

Recommendation: Approve a Resolution approving the relocation of the school crosswalk on South Wood
Street at Sherwood School to improve accessibility and school pedestrian safety.

Recommendation: Approve a Resolution for Fiscal Year 2020-2021 Agreement for Services with Downtown

Recommendation: Approve a Resolution for Fiscal Year 2020-2021 Agreement for Services with Community
Homeless Solutions not to exceed $200,000 retroactive to July 1, 2020.
ID#20-293 Local Emergency Food and Shelter Program Grant (EFSP) Acceptance
Recommendation: Approve a Resolution accepting a Local Emergency Food and Shelter Program Grant
(EFSP) in the amount of $24,998 for food and shelter assistance to homeless residents
and authorizing the City Manager or his designee to take whatever additional actions are
necessary to effectuate the intent of this Resolution.
ID#20-294 2020 Street Improvements Asphalt Patch and Repair on Various Streets, CIP
9981
Recommendation: Approve a Resolution awarding the contract to Black Bear Paving & Grading, Inc. for the
2020 Street Improvements Asphalt Patch and Repair on Various Streets, CIP 9981 in the
amount of $123,632.87 and authorizing the Public Works Director to approve and issue
Contract Change Orders up to an additional $100,000.
ID#20-296 Serv-Aero Engineering Inc., Amendment No. 1 to Lease
Recommendation: Approve a Resolution for Amendment No. 1 to the Lease between the City of Salinas and
Serv-Aero Engineering Inc., for 37 Mortensen Ave. located at the Salinas Municipal
Airport.
ID#20-301 Ratification of Executive Orders (04-2020, 05-2020, and 06-2020)
Recommendation: Approve a Resolution ratifying Executive Orders of the Director of Emergency Services
related to COVID-19 (Executive Orders 04-2020, 05-2020, and 06-2020).
ID#20-304 Uniform Rental/Laundry Services Agreement with Cintas, Inc.
Recommendation: Approve a Resolution awarding a service agreement to Cintas Incorporation for uniform
rental and laundry services in the amount of $53,402 per year for a three-year term.
ID#20-305 City of Marina Animal Sheltering Agreement - Amendment 3
Recommendation: Approve a Resolution authorizing the City Manager to sign Amendment No. 3 with the
City of Marina to continue providing animal sheltering services through June 30, 2021.
ID#20-312 Modification to the Classification-Salary Schedule

Recommendation: Approve a Resolution to amend the Classification and Salary Schedule to include the
classification of Senior Equipment Mechanic and to include the previously authorized
cost of living adjustments for the Police Managers Association that became effective in
the first full pay period of July 2020.
ID#20-317 Authorization to Submit an Application to the California Department of
Housing and Community Development for Project Homekey
Recommendation: Approve a Resolution (both as applicant and co-applicant) authorizing the submittal of an
application to the California Department of Housing and Community Development (HCD)
in the amount not to exceed $12,000,000 for the Homekey Program.
ADMINISTRATIVE REPORT
ID#20-302 2020 Fireworks Season - After Action Report
Recommendation: Receive and accept the After-Action Report on the 2020 fireworks season from the Fire
and Police Departments.
