PUBLIC NOTICE
This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber.

Based on guidance from the California Department of Public Health and the California
Governor’s Office, in order to minimize the spread of the COVID 19 virus, City meetings

If you wish to make a comment on a specific agenda item, please submit your comment

Every effort will be made to read your comment into the record, but some comments may
not be read due to time limitations.

GENERAL PUBLIC COMMENTS

City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future

ID#20-320 Resolution of Intention to Levy Salinas United Business Association (SUBA)
2020-2021 Annual Assessment
Recommendation: Approve a Resolution of Intention (ROI) to levy the annual assessment in the Salinas
United Business Association Business Improvement Area (BIA) for FY 2020-2021 and
set a public hearing date to consider the levy.
CONSIDERATION
ID#20-315 East Laurel Pedestrian Improvements Project, CIP No. 9220
Recommendation: Approve a Resolution awarding the contract to Granite Rock Company for the East Laurel
Pedestrian Improvements Project, CIP No. 9220 in the amount of $4,086,150.

member of the Council or the public requests discussion or a separate vote.

ID#20-300 FY 20-21 NPDES Water Quality Monitoring Program

Recommendation: Approve a Resolution approving an expenditure in the amount of $287,999 for services
related to the implementation and reporting of water quality monitoring requirements as
stipulated in the City of Salinas NPDES Permit (Permit No. CA0049981) for Permit Year
2020-2021.
ID#20-318 Master Service Agreement for on-call Pavement Management and Analysis
Recommendation: Approve a Resolution approving a Master Service Agreement with Pavement Engineering
Inc. to provide Engineering Services to maintain the City's Pavement Management
Program, provide construction inspection, material sampling and testing; and approve
proposal from Pavement Engineering Inc. in the amount of $200,530 to update the City's
Pavement Management System, provide an analysis on the City's current pavement
condition, and annual inspections of pavement condition.
ID#20-321 Establishment of Grow Salinas Fund Small Business Assistance Program
Recommendation: Approve a Resolution to establish and fund a small business assistance program in
response to Covid-19 under the Grow Salinas Fund using appropriations received through
the CARES Act and Community Development Block Grant (CDBG) program.
ID#20-325 Sustainable Agricultural Lands Conservation Program Planning Grant Funds
Recommendation: Approve a Resolution authorizing the City to apply for and receive Sustainable
Agricultural Lands Conservation Program Planning Grant Funds in the amount of
$250,000 to support the General Plan Update.
ID#20-338 Appointment to the Salinas Valley Basin Groundwater Sustainability Agency
JPA
Recommendation: Approve a Resolution approving the appointment of Councilmember Steve McShane to
serve as the City's primary representative, and Mayor Pro Tem Christie Cromeenes as
the alternate on the Salinas Valley Basin Groundwater Sustainability Agency (SVBGSA)
Board of Directors JPA.
ID#20-332 An Ordinance Amending Section 1-01.08 of the Salinas Municipal Code
Recommendation: Adopt an Ordinance amending Section 1-01.08 of the Salinas Municipal Code to allow for
prosecutorial discretion in charging violations of the Salinas Municipal Code.
ID#20-334 Emergency Ordinance Temporarily Suspending Section 5-06.09(a) of the
Salinas Municipal Code
Recommendation: Adopt an Emergency Ordinance temporarily suspending section 5-06.09(a) of the Salinas
Municipal Code. (Charter Section 11.8)
ID#20-341 AMPS Memorandum of Understanding
Recommendation: Approve a Resolution authorizing the City Manager to sign a new Memorandum of
Understanding (MOU) between the City of Salinas and the Association of Management
Personnel of Salinas (AMPS) for a three- and one-half-year term through June 30, 2023.
