In accordance with Executive Order N-29-20, the public may only view the meeting on television and/or online and not in the Council Chamber. ANNOUNCEMENT 9-11 Memorial Inspection Ceremony PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Mayor Pro Tem may further limit the time for public comments depending on the agenda schedule. GENERAL PUBLIC COMMENTS Receive public communications from the audience on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. In order to be respectful of all speakers’ views and to avoid disruption of the meeting, the audience shall refrain from applauding or jeering speakers who have been recognized by the Mayor Pro Tem. PUBLIC HEARING ID#20-348 Approval of a Development Impact Fee Exemption for Installation of a Sprung Structure and Agreement for Services with Val’s Plumbing and Heating, Inc. for the Chinatown Navigation Center Recommendation: Approve: 1) a Resolution to exempt the installation of a Sprung structure at the Chinatown Navigation Center from City Development Impact Fees, and 2) a Resolution to authorize execution of an Agreement for Services with Val's Plumbing and Heating, Inc. in an amount not to exceed $150,000 to install sewer and water main lines to serve the Chinatown Navigation Center. CONSENT AGENDA All matters listed under Consent Agenda may be enacted by one motion unless a member of the Council or the public requests discussion or a separate vote. ID#20-235 Minutes Recommendation: Approve minutes of August 18, 2020. ID#20-358 Financial Claims Report Recommendation: Approve the Financial Claims Report. ID#20-332 An Ordinance Amending Section 1-01.08 of the Salinas Municipal Code City of Salinas Page 3 Printed on 8/27/2020 City Council Meeting Agenda - Final September 1, 2020 Recommendation: Adopt an Ordinance amending Section 1-01.08 of the Salinas Municipal Code to allow for prosecutorial discretion in charging violations of the Salinas Municipal Code (Second Reading). ID#20-336 Purchase one 2020 Ford F-250 Utility Body Truck Recommendation: Approve a Resolution authorizing the direct purchase of one Ford F-250 Utility from Salinas Valley Truck company in Salinas at a total cost of $40,169.04. ID#20-340 1st Avenue & Kittery Street/Snug Harbor Street Neighborhood Traffic Calming Plans Recommendation: Approve a Resolution for the approval and implementation of the 1st Avenue and Kittery Street/Snug Harbor Street Neighborhood Traffic Calming Plans. ID#20-345 Sanborn Road/Elvee Drive/HWY 101 Improvements Project CIP 9117 Recommendation: Approve a Resolution approving the settlement of potential claim to Graniterock Company for the Sanborn Road/Elvee Drive/US HWY 101 Improvement project CIP 9117 in the amount of $258,781.53 ID#20-346 Declaration of Surplus Land - Division Street Recommendation: Approve a Resolution declaring the City-Owned properties on Division Street to be Surplus Land and authorizing City staff to begin the process of identifying a developer and disposing of the property. ID#20-350 David and Lucile Packard Foundation Grant for Monterey County Meeting the Digital Divide Grant Award Recommendation: Accept the David and Lucile Packard Foundation Fund of the Community Foundation of Monterey County grant award in the amount of $50,000 and authorize execution of all related grant acceptance documents. ID#20-351 Creation of Real Estate Management CIP Recommendation: Approve a Resolution creating a CIP to manage the City's real estate portfolio. ID#20-362 Modification to Classification - Salary Schedule Recommendation: Approve a Resolution modifying the Classification - Salary Schedule to reflect the cost of living adjustment approved for the Association of Management Personnel of Salinas (AMPS) unit that became effective August 24, 2020 and to reflect the adjustment for affected Retired Annuitant classifications.
