consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the

PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes; the Mayor Pro Tem may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.
PUBLIC HEARING
ID#20-372 Salinas Business United Association (SUBA) FY 2020-2021 Annual
Assessment Levy
Recommendation: Hold a public hearing to consider written testimony regarding the annual levy of
assessment for the SUBA BIA FY 2020-2021; tabulate and confirm any protests; and
provided that protests received represent less than 50% of the assessments proposed,
approve a resolution confirming the 2019-2020 Annual Report, which shall constitute the
levy of assessment for this fiscal year.
CONSIDERATION
ID#20-393 Exclusive Negotiating Rights Agreement to Purchase the Good Nite Inn
Salinas at 545 Work Street for Transitional and Supportive Housing
Recommendation: Approve a Resolution authorizing the execution of an Exclusive Negotiating Rights
Agreement ("ENRA") to purchase the Good Nite Inn Salinas ("Property") at 545 Work
Street for transitional housing in the first year and supportive housing thereafter for those
experiencing chronic homelessness.
ID#20-399 FY 2020-21 City-Wide Schedule of Fees and Service Charges and City
Development Impact Fee Annual Adjustment
Recommendation: Approve a Resolution to approve not increasing the City-Wide Schedule of Fees and
Service Charges the City Development Impact Fees as approved by the City Council on
April 28, 2020, which were to be effective October 1, 2020 and continue to defer fees for
Temporary Use of Land Permits and Encroachment Permits related to outdoor restaurant
activities through June 30, 2021.

ID#20-333 Master Service Agreements for On-Call General Architectural Services
Recommendation: Approve a Resolution approving Master Service Agreements with Belli Architectural
Group; Kasavan Architects, Inc.; In Studios Architecture and Wald, Ruhnke & Dost
Architects, LLP to provide architectural design and project management consulting
service for various City of Salinas Public Works Capital Improvement Program (CIP)
projects.

Recommendation: Approve a Resolution authorizing the City Manager to execute and submit a California

Recommendation: Approve a Resolution authorizing the City Manager to execute and submit a California
Office of Traffic Safety grant agreement for the Pedestrian and Bicycle Safety Program.

Services, CIP No. 9220
Recommendation: Approve a Resolution accepting the proposal from MNS Engineers, Inc. for Construction
Management Services for the East Laurel Pedestrian Improvements Project, CIP 9220, in
the amount of $603,157
ID#20-367 Fire Apparatus Purchase and Lease Financing
Recommendation: Approve a Resolution authorizing the direct purchase/lease of one (1) fire engine from
Pierce Manufacturing, Inc. and associated tools, equipment and outside installation
services not to exceed $724,609.
ID#20-368 Direct Purchase of Freemotion Treadmills
Recommendation: Approve a Resolution approving the direct purchase of Freemotion Treadmills for the fire
stations for a total not to exceed $48,994.74.
ID#20-370 Alvin Drive and Linwood Drive Safe Routes to School Project
Recommendation: Approve a Resolution to accept a proposal from MNS Engineers, Inc. for Construction
Management Services for the Alvin Drive and Linwood Drive Safe Routes to School
Project, Project No. 9219; Federal Project ATPL-5045(030), in the amount of $130,697;
and approve the transfer request for $137,231 from CIP 9981 to the Alvin Drive and
Linwood Drive Safe Routes to School, CIP 9219.
ID#20-373 Approval of Name for the New Regional Shelter Located at 855 E. Laurel
Drive

Recommendation: Approve a Resolution Resolution approving "Salinas Housing Advancement, Resource &
Education Center (SHARE)" as the official name for the new regional shelter at 855 E.

ID#20-374 Jet West, Inc. Ground Lease for Rental Car Concession Parking
Recommendation: Approve a Resolution for a ground lease between the City of Salinas and Jet West, Inc.
for rental car concession parking at the Salinas Municipal Airport.
ID#20-376 Salinas Community-Based Public-Private Partnership (CBP3)
Recommendation: Approve a Resolution to continue to work towards the development of a Master Services
Agreement with Corvias through the use of a community-based public-private partnership
to implement green stormwater infrastructure (GSI) throughout the City.
ID#20-377 Surplus Vehicles and Equipment for Disposal
Recommendation: Approve a Resolution declaring vehicles and equipment surplus and authorizing their
disposal.
ID#20-389 Direct Purchase of Police Motorcycles and related Radio Equipment
Recommendation: Approve a Resolution authorizing the direct purchase of three Police Motorcycles and
associated radio equipment for through San Jose BMW, Motorola and Setcom for a total
cost of $108,475.26 which includes credit for the trade-in of a 2013 Harley Davidson
Police Motorcycle.
ID#20-403 California Library Literacy Services Grant
Recommendation: Approve a Resolution accepting the California Library Literacy Services (CLLS) grant
awards in the amount of $84,664 in support of Adult Literacy and $75,000 in support of
Family Literacy, for a total award of $159,664, and authorize execution of all grant
acceptance documents with the California State Library.
ID#20-405 2019-2020 Civil Grand Jury Final Report - “Sexual Harassment Prevention
#TrainingCompliance”
Recommendation: Authorize the Mayor Pro Tem to sign and submit the attached response to the 2019-2020
Civil Grand Jury Report regarding the City's Sexual Harassment Prevention Training.

Recommendation: Adopt an Ordinance amending Salinas City Code Chapter 1, Article 3.
ID#20-409 SEIU Memoranda of Understanding
Recommendation: Approve a Resolution authorizing the City Manager to sign new Memoranda of
Understanding (MOU) between the City of Salinas and the Service Employees
International Union (SEIU) Local 521 units for a term through June 30, 2023.
