This meeting is being conducted utilizing teleconferencing and electronic means
consistent with State of California Executive Order N-29-20 dated March 17, 2020,
regarding the COVID-19 pandemic. In accordance with Executive Order N-29-20, the
public may only view the meeting on television and/or online and not in the Council
Chamber.

Recommendation: Approve a Resolution adopting the Senate Bill 743 Vehicle Miles Traveled Implementation
Policy.
ID#20-451 Purchase and Partnership Agreements for Salinas Homekey Project with Step
Up on Second, Inc. and Shangri-La Construction, LP for Acquisition of Good
Nite Inn Salinas at 545 Work Street for Permanent Supportive Housing and
Co-Application Resolution for the California Department of Housing and
Community Development (HCD)
Recommendation: Approve a Resolution authorizing the Interim City Manager or designee to: a) complete a
Purchase Agreement ("PA") with Shangri-La Construction, LP ("Shangri-La) to acquire
the Good Nite Inn Salinas ("Property") at 545 Work Street to be executed by the Mayor
Pro Tem and b) develop and execute a Partnership Agreement with Step Up on Second,
Inc. ("Step Up") and Shangri-La for the Homekey Program by converting the property to
interim housing in the first year and permanent supportive housing thereafter for those
experiencing chronic homelessness; and approve a Resolution for the California
Department of Housing and Community Development ("HCD") approving a Co-Application
with development partners Step Up and Shangri-La in an amount not to exceed $14.4
million.

Recommendation: Adopt an Ordinance amending Salinas City Code Chapter 1, Article 3.

ID#20-298 “No Stopping” Red Zones - Saint Edwards Avenue at Circle Drive and Saint
Edwards Avenue at Saint Regis Way
Recommendation: Approve a Resolution approving the establishment of 50 feet and 90 feet of "No Stopping"
red zones at the intersections of Saint Edwards Avenue at Circle Drive and Saint
Edwards Avenue at Saint Regis Way, respectively, to provide sufficient corner sight
distance.

Recommendation: Approve a Resolution amending the Professional Services Agreement between the City of
Salinas and Kimley-Horn and Associates, Inc. for the Bardin Road Safe Routes to School
Improvements, Project No. 9218.
ID#20-394 One Year Extension of Grant Period and Additional Funding to the Existing
California Endowment Grant for Government for Race Equity Training
Recommendation: Approve a Resolution authorizing the acceptance of additional grant funds and one-year
extension of the grant period to the existing grant from The California Endowment to
continue staff training and development in Governing for Race Equity.
ID#20-411 Residential Permit Parking Program - 1100 Block of Via Paraiso Opt-In
Request
Recommendation: Approve a Resolution amending Resolution 13993 (N.C.S) removing the two-hour parking
limit along Via Paraiso (bounded by Los Palos Drive and San Miguel Avenue) and
approving the request from residents of Via Paraiso (bounded by Los Palos Drive and San
Miguel Avenue) to opt in of the District 3A Residential Permit Parking Program.
ID#20-412 20-Minute Green Zone Designations at 1033 East Alisal Street
Recommendation: Approve a Resolution approving the designation of 115 feet of 20-minute green zone
designations along the frontage of 1033 East Alisal Street.
ID#20-413 Removal of Uncontrolled Marked Crosswalk at West Alisal Street and
Capitol Street and East Alisal Street and California Street
Recommendation: Approve a Resolution approving the removal of uncontrolled marked crosswalks at the
intersections of West Alisal Street at Capitol Street and East Alisal Street at California
Street.
ID#20-421 Fire Apparatus Purchase and Lease Financing
Recommendation: Approve a Resolution authorizing the direct purchase/lease of two (2) fire engines from
Pierce Manufacturing, Inc. and associated tools, equipment and outside installation
services not to exceed $1,385,518.
ID#20-430 2020 Regional Early Action Planning Grant (REAP) Application Submittal
Recommendation: Approve a Resolution to authorize applying for and entering into agreements for the
Regional Early Action Planning Grant.
ID#20-433 Real Estate Purchase and Sale - Garfield Circle
Recommendation: Approve a Resolution authorizing a Purchase and Sale Agreement to sell city-owned real
property located at 13448 Garfield Circle and purchase a portion of the real property
located at 75 San Juan Grade Road.
ID#20-436 Board of State and Community Corrections (BSCC) California Violence
Intervention Prevention Grant (CalVIP) Extension
Recommendation: Approve a Resolution accepting the Board of State and Community Correction (BSCC)
California Violence Intervention Prevention (CalVIP) no cost grant period extension end
date from December 15, 2020 to December 15, 2021.

Recommendation: Approve a Resolution declaring specified furniture and equipment from the former Police
Department building as surplus and authorize the disposal of said items.
ID#20-444 Contracts for Purchase and Installation of Fixtures and Furnishings for the
Sprung Structure at the Chinatown Navigation Center
Recommendation: Approve a Resolution authorizing the execution of: 1) an agreement with Peninsula
Business Interiors (PBI) in an amount not to exceed $150,000 for the purchase and
installation of wall panel systems and two (2) workstations and 2) an agreement with
Derby Inc. dba Derby Industries (Derby) in an amount not to exceed $85,000 for the
purchase and installation of beds including mattresses, sheets, blankets, pillows, lockers
and storage bins.
ID#20-445 Board of State and Community Corrections (BSCC) California Violence
Intervention Prevention Grant (CalVIP) 2020-2023 Grant Acceptance
Recommendation: Approve a Resolution accepting the Board of State and Community Correction (BSCC)
California Violence Intervention Prevention (CalVIP) grant in the amount of $1,007,121.
ID#20-449 Direct Purchase of Speed Cushions from Traffic Logix and Sole Source
Approval
Recommendation: Approve a Resolution authorizing the direct purchase of Traffic Logix speed cushions for
approved Traffic Calming projects.
ID#20-452 Modification to the Classification - Salary Schedule
Recommendation: Approve a Resolution modifying the Classification - Salary Schedule to reflect the cost of
living adjustment approved for the Service Employees International Union (SEIU) units
that became effective September 21, 2020. Additionally, the Classification - Salary
Schedule must be modified to reflect the reclassification of the incumbent Central
Services Technician to Print Shop Technician and two Public Service Maintenance Crew
Supervisor positions to Wastewater Crew Supervisor.

Solutions Grants Program Coronavirus Notice of Funding Availability Round
2 Application Submittal
Recommendation: Approve a Housing and Community Development required Resolution authorizing the City
as the Administrative Entity to receive and administer ESG-CV2; and approve a
Resolution approving the HCD ESG-CV2 NOFA application submittal.
CONSIDERATION
ID#20-420 FY 2020-21 Quarterly Operating and Capital Improvement Budget Review
Recommendation: Accept the 1st quarter FY 2020-21 budget review reports, including a report on CalPERS
pension actuarial study published in August 2020, and report on the new health
insurance rates, adopted in July 2020 and effective January 1, 2021; and to approve a
resolution approving adjustments to the FY 2020-21 operating budget for the City of
Salinas.

Recommendation: Provide follow-up direction on whether to name a City facility in honor of Mayor Joe
Gunter including consideration of associated costs presented to the Finance Committee.
