PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.
PUBLIC HEARING
ID#20-515 Planned Unit Development Permit 2020-001 and Resubdivision 2020-004;
Request to subdivide a 9,000 square-foot lot into two (2) lots of 4,200 and
4,800 square-feet with alternative development standards located at 115 and
119 West San Luis Street in the Commercial Office/Residential - Central City
Overlay - Downtown Neighborhood Area (CO/R-CC-DN) Zoning District.
Recommendation: Approve a Resolution finding the project exempt pursuant to Sections 15332 and 15315
of the CEQA Guidelines, affirm the findings, and approve Planned Unit Development
Permit 2020-001 and Resubdivision 2020-004.
ID#20-512 Central Area Park Impact Fee Update
Recommendation: Approve a Resolution to update the park impact fee schedule.
ID#20-514 Central Area Specific Plan Project
Recommendation: It is recommended that the City Council affirm the findings and approve Resolutions
certifying the Final Program EIR (ER 2020-001), adopting the Statement of Overriding
Considerations and Mitigation Monitoring and Reporting Program, and approving the
Central Area Specific Plan (SPEC 2013-001). It also recommended that the City Council
adopt Ordinances approving a Rezone (RZ 2020-002) and a Development Agreement (DA
2020-001) for the Project.

All matters listed under Consent Agenda may be enacted by one motion unless a
member of the Council or the public requests discussion or a separate vote.

ID#20-469 Bardin Road Safe Routes to School Improvements, Project No. 9218
Recommendation: Approve a Resolution awarding contract to the Don Chapin Company, Inc. for the Bardin
Road Safe Routes to School Improvements, Project No. 9218, Federal Project
ATPL-5045(031), in the amount of $7,941,211; and accept the grant award for the Bardin
Road Safe Routes to School Improvements from the TAMC Regional Surface
Transportation Program (RSTP) Competitive Grants in the amount of $1,800,000.
ID#20-506 Administrative Correction to Resolution No. 21897
Recommendation: Approve a Resolution authorizing the administrative correction to Resolution No. 21897
previously approved on June 23, 2020; and an updated Resolution for the California
Department of Housing and Community Development (HCD) SB 2 Permanent Local
Housing Allocation (PLHA) Program.
ID#20-508 Delta Mike Enterprises, LLC 37 Mortensen Avenue Facility Lease at the
Salinas Municipal Airport
Recommendation: Approve a Resolution authorizing the Mayor Pro Tem to execute a facility lease for 37
Mortensen Avenue, between the City of Salinas and Delta Mike Enterprises, LLC at the
Salinas Municipal Airport.
ID#20-509 2020 Alcoholic Beverage Control’s ABC-OTS Grant
Recommendation: Approve a Resolution accepting the 2020 Department of Alcoholic Beverage Control's
ABC-OTS Grant and authorizing execution of all grant acceptance documents with the
California Department of Alcoholic Beverage Control (ABC).
ID#20-510 Payment for Subscription-based ShotSpotter Flex Gunfire Location, Alert and
Analysis Service
Recommendation: Approve a Resolution authorizing payment of $455,000 for Annual Subscription Services
for the ShotSpotter Flex Gunfire Location, Alert and Analysis, per the terms and
conditions of the existing Agreement, to cover the period December 14, 2020 through
December 13, 2021.
D#20-520 Reclassification and Modification to Classification - Salary Schedule
Recommendation: Approve a Resolution approving the reclassification of the positions described in Exhibit B
and modify the Classification - Salary Schedule.
ID#20-525 Retirement Incentive Program
Recommendation: Approve a Resolution authorizing the City Manager to implement a retirement incentive
program for eligible City employees effective May 31, 2021 through the end of September
2021.

Receive communication from Councilmembers on reports, appointments and future
