ID#20-547 Submission of the Consolidated Annual Performance and Evaluation Report (CAPER) for Fiscal Year (FY) 2019-20 to the United States Department of Housing and Urban Development (HUD) Recommendation: Approve a Resolution approving the FY 2019-20 Consolidated Annual Performance and Evaluation Report (CAPER) and authorizing submittal to United States Department of Housing and Urban Development (HUD). ID#20-548 Citywide Park Impact Fee Update Recommendation: Approve a Resolution updating the Citywide Park Impact Fee Schedule. CONSIDERATION ID#20-539 Parking Enforcement Services Contract Renewal Recommendation: Approve a Resolution authorizing the renewal of the Parking Enforcement Services Contract with SERCO, Inc. for 3 years for an annual amount of $607,676. ID#20-564 Minutes Recommendation: Approve minutes of November 17, 2020. ID#20-563 Financial Claims Recommendation: Approve financial claims report. ID#20-514 Central Area Specific Plan Project Recommendation: Adopt Ordinances approving a Rezone (RZ 2020-002) and a Development Agreement (DA 2020-001) for the Project. 2nd reading. Introduced on November 17, 2020. ID#20-536 Surplus Vehicles and Equipment for Disposal Recommendation: Approve a Resolution declaring surplus vehicles and equipment as surplus and authorizing their disposal through auction companies by the Finance Department and authorize the donation of one vehicle to the Downtown Streets Team. ID#20-537 Community Facilities District No. 2016-1 (Monte Bella) 2020 Special Tax Bonds (Improvement Area No. 3) City of Salinas Page 3 Printed on 11/25/2020 City Council Meeting Agenda - Final December 1, 2020 Recommendation: Approve a Resolution of the City Council of the City of Salinas, acting as the legislative body of the District, authorizing the issuance of the Bonds in a principal amount not to exceed $3,250,000 and approving certain documents and taking certain other actions in connection with the Bonds. ID#20-538 Wastewater Revenue Refunding Bonds, Series 2020A Recommendation: Approve a Resolution approving the legal documentation for the Wastewater Revenue Refunding Bonds Series 2020A ("2020 Bonds") in an amount not to exceed $16,500,000 and approving the bond sale process to: (1) refinance the City's Sanitary Sewer System Revenue Bonds, Series 2012 ("Prior Obligations"), and (2) finance costs of issuance. ID#20-541 Statewide Park Development and Community Revitalization Program Grant Funds (Prop 68) for the Hebbron Family Center and Closter Park Recommendation: Approve a Resolution authorizing the submittal of two grant applications to Round Four of the California Department of Parks and Recreation Office for the Statewide Park Development and Community Revitalization Program (Prop 68). ID#20-543 Salinas Municipal Airport - Federal Aviation Administration 2021-2026 Airport Capital Improvement Plan Recommendation: Approve a Resolution authorizing transmittal of the Salinas Municipal Airport 2021-2026 Airport Capital Improvement Plan to the Federal Aviation Administration. ID#20-544 Acceptance of Federal Aviation Administration and Caltrans Division of Aeronautics Grant Funding for the Salinas Municipal Airport Master Plan Update Recommendation: Approve a Resolution accepting the Federal Aviation Administration and Caltrans Division of Aeronautics grant funding for the Salinas Municipal Airport Master Plan Update. ID#20-545 Acceptance of Federal Aviation Administration and Caltrans Division of Aeronautics Grant Funding for the Salinas Municipal Airport Pavement Management System Update Recommendation: Approve a Resolution accepting the Federal Aviation Administration and Caltrans Division of Aeronautics grant funding for the Salinas Municipal Airport Pavement Management System Update. ID#20-546 Surplus Furniture and Equipment for Disposal Recommendation: Approve a Resolution declaring specified furniture and equipment from the Community Development Department as surplus and authorize the disposal of said items. ID#20-554 CALNET Verizon Wireless Service Contract Recommendation: Approve a Resolution authorizing the City Manager or Finance Director to enter into the CALNET cooperative purchase contract with Verizon Wireless. ID#20-561 November 3, 2020 Municipal Election Canvass Recommendation: Approve a Resolution declaring the results of the November 3, 2020 Municipal Election for the office of Salinas Mayor and City Councilmembers for District1, District 4, and District 6.
