WELCOMING REMARKS BY NEWLY ELECTED PUBLIC COMMENT TIME RESTRICTIONS Public comments generally are limited to two minutes per speaker; the Mayor may further limit the time for public comments depending on the agenda schedule. GENERAL PUBLIC COMMENTS Receive public communications on items that are not on the agenda and that are in the City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and Closed session items should be held until the items are reached. The public may request that the legislative body consider adding an item for consideration on a future agenda. The public may comment on scheduled agenda items, including closed session items, as they are considered. CONSENT AGENDA All matters listed under Consent Agenda may be enacted by one motion unless a member of the Council or the public requests discussion or a separate vote. ID#20-505 Monterey Street Garage Operations Contract Extension Recommendation: Approve a Resolution approving the extension of the Monterey Street Garage Management Agreement with Laz Parking California, LLC for operation for three years at a cost not to exceed $259,186.16 annually. ID#20-549 Agreement for Services with Dryco Construction, Inc. for Site Improvements at 10-12 Soledad Street Recommendation: Approve a Resolution authorizing the use of the Housing Successor Agency (HAS) funds to make necessary improvements to secure and improve two City-owned properties at 10-12 Soledad Street; and approve the execution of an Agreement for Services with Dryco Construction, Inc. (Dryco) in an amount not to exceed $68,000 for said site improvements. ID#20-550 Urban and Community Forestry Grant Program Greenhouse Gas Reduction Fund City of Salinas Page 3 Printed on 12/4/2020 City Council Meeting Agenda - Final December 8, 2020 Recommendation: Approve a Resolution as required by the Urban and Community Forestry Grant Program of the California Department of Forestry and Fire Protection in order to fulfill the grant application submission requirements. ID#20-551 “No Stopping” Red Zones at the Intersection of Cherokee Drive and Tulane Street Recommendation: Approve a Resolution approving the establishment of a total of 35 feet of "No Stopping" red zones at the intersection of Cherokee Drive and Tulane Street to provide sufficient corner sight distance. ID#20-552 2020-2021 Special Curb Markings List Recommendation: Approve a Resolution approving the 2020-2021 Special Curb Markings List and the removal of Special Curb Markings at nine (9) locations. ID#20-553 Ecology Action Contract Recommendation: Approve a Resolution authorizing a contract with Ecology Action to perform services for the Pedestrian and Bicycle Safety Grant. ID#20-555 2020 Justice Assistance Grant Acceptance and Memorandum of Understanding Recommendation: Approve a Resolution accepting the FY 2020 Justice Assistance Grant and authorizing the execution of all grant acceptance documents with the City and County of Monterey, including the Memorandum of Understanding after final approval and signature by County of Monterey. ID#20-568 Delegation of Authority to make determinations regarding Industrial Disability Retirement Recommendation: Approve a Resolution to delegate authority to the Acting City Manager under Government Code Section 21152(C), 21156, and 21173 to make and certify determinations of disability to the California Public Employees Retirement System (CalPERS) and under Charter section 7.5 and Article II of Chapter 2 of the Salinas Municipal Code with respect to the day-to-day management of the City.
