ADMINISTRATIVE REPORTS
ID#21-032 Health and Welfare Cleanups of Homeless Encampments During COVID -
19 Pandemic
Recommendation: No action is required. This item is an Administrative Report on the City's activities
surrounding health and welfare cleanups of homeless encampments during COVID - 19.
CONSIDERATION
ID#21-037 Selection of Bay Area Community Services (BACS) as Operator for the
SHARE Center
Recommendation: Approve a Resolution approving Bay Area Community Services (BACs) as the
recommended operator for the SHARE Center identified through the RFP process and
authorize the City Manager or designee to negotiate a Professional Service Agreement
with BACs as the operator of the SHARE Center pursuant to the Memorandum of
Understanding between the City of Salinas and County of Monterey approved on October
9, 2018.
ID#21-031 FY 2020-21 Mid-Year Budget Review and Adjustments
Recommendation: Approve a Resolution accepting the mid-year FY 2020-21 budget review reports and
amendments to the FY 2020-21 operating and capital budgets for the City of Salinas.

ID#20-587 Audited Basic Financial Statements and Single Audit Report - June 30, 2020
Recommendation: Accept the audited Basic Financial Statements and Single Audit Report on federal
funded programs for fiscal year ended June 30, 2020.
ID#21-022 Transportation Grant Acceptance from Monterey Bay Air Resources District
for Front Street/Sherwood Drive Adaptive Traffic Control System
Recommendation: Approve a Resolution accepting grant funds received for City transportation projects and
authorizing the Public Works Director to execute agreements related to the Monterey
Bay Air Resources District.
ID#21-029 Lapkoff & Gobalet Demographic Research, Inc. Professional Services
Agreement
Recommendation: Approve a Resolution approving a professional services agreement between the City of
Salinas and Lapkoff & Gobalet Demographic Research, Inc. to conduct Redistricting in
the City using 2020 Census data as required by State Law AB 849 and AB 1276.
ID#21-030 Lease of 342 Front Street and 323 California Street to Monterey County
Office of Education
Recommendation: Approve a Resolution approving a lease with the Monterey County Office of Education for
the City-owned properties located at 342 Front Street and 323 California Street.
ID#21-033 2020 Street Improvements Patch and Repair on Various Streets, CIP No.
9981
Recommendation: Approve a Resolution accepting the 2020 Street Improvements Patch and Repair on
Various Streets, CIP No. 9981 for maintenance and responsibility.
ID#21-034 Lease of 106 Lincoln Avenue to Cal Coastal
Recommendation: Approve a Resolution approving a lease with California Coastal Rural Development
Corporation for 106 Lincoln Avenue.
ID#21-035 Monterey Salinas Transit (MST) Sustainable Communities Planning Grant
Application
Recommendation: Approve a Resolution authorizing the Mayor to provide a letter of support for MST's
application for a Caltrans Planning Grant and committing $20,000 as a local match, if
awarded.
ID#21-036 Downtown Government Center Memorandum of Understanding (MOU) 2020
Annual Review
Recommendation: Receive and accept the City/County Downtown Salinas Government Center MOU 2020
Annual Review directing staff to return no later than June 30, 2021 with an updated MOU.
