Reading of Public Comments: The City Clerk shall read all email comments, provided
that the reading shall not exceed two (2) minutes and shall become part of the record.
Every effort will be made to read your comment into the record, but some comments may
not be read due to time limitations.

Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.

PUBLIC HEARINGS
ID#21-063 Citywide Park Impact Fee Schedule for Residential Units
Recommendation: Approve a Resolution approving an update to the Citywide Park Impact Fee Schedule for
residential units based on the Park Development Impact Fee Structure Analysis
conducted by Willdan Financial Services.
CONSIDERATION
ID#21-066 Small Business Support, Ordinance for Administrative Citations, Park and
Playground Status and other COVID-19 Relief Activities
Recommendation: Approve a Resolution to allow outdoor activity permits to be extended every six-months
and continue to waive associated permit fees until the region returns to the Yellow tier; to
direct staff to work with businesses to identify, as requested, potential areas that can
accommodate the safe expansion of sidewalk/private property outdoor dining into
on-street parking stalls. This could include temporary closure of public rights of way
(sidewalks, allies, and streets) during limited evenings and/or weekend hours to allow for
outdoor dining and other allowed activities; to open parks and playground apparatus
under specific conditions; and extend the term of Small Business Support Taskforce for
an additional six (6) months with the expanded objective of developing a strategy
"playbook" for City response to this crisis and future economic downturns and injury from
disasters. Mayor can appoint new members to expand business representation.
Adopt an Ordinance incorporating State penalties for Violations of Public Health
Measures in response to the spread of Covid-19 and clarifying the applicability of
administrative penalties to such violations.

member of the Council or the public requests discussion or a separate vote.

Recommendation: Approve financial claims report.
ID#21-057 Direct Purchase of MBIS Multimodal Expert Workstation for Fingerprint
Processing
Recommendation: Approve a Resolution authorizing the direct purchase of the MBIS Multimodal Expert
Workstation from IDEMIA at a total cost of $39,000.
ID#21-058 Professional Service Agreement with Wallace Group for the Sanitary Sewer
Master Plan Update
Recommendation: Approve a Resolution approving a Professional Services Agreement in the amount of
$588,249 between the City of Salinas and Wallace Group for the Sanitary Sewer Master
Plan update and approve a transfer of $74,192 from 6400.50.5442-63.5010 (Professional
Services) to CIP 9008 (5800.50.9008-63.5400, Engineering Services).
ID#21-059 Integrated Regional Water Management Sub-Grant Disbursement
Agreement and Related Agreements

Recommendation: Approve a Resolution approving the Integrated Regional Water Management (IRWM)
Sub-Grant Disbursement Agreement with the Monterey County Water Resources Agency
and related Agreements with Monterey One Water and San Jose State University
Research Foundation.
ID#21-061 West Wing Tenant Improvements for Fire Department (CIP 9300)
Recommendation: Approve a Resolution authorizing the improvement of the West Wing of City Hall for the
immediate move-in of Fire Department Administration and Prevention staff; and approving
a supplemental appropriation of $514,725 from the General Fund and a transfer of
$125,275 from other CIP projects.
ID#21-064 Professional Services Agreement with C & S Engineers, Inc. for Airport
Planning and Environmental Consultant Services
Recommendation: Approve a Resolution for a Professional Services Agreement between the City of Salinas
and C & S Engineers, Inc. for Airport Planning and Environmental Consultant Services for
the Salinas Municipal Airport.
ID#21-065 Professional Services Agreement with Kimley-Horn and Associates, Inc. for
Airport Planning and Environmental Consultant Services
Recommendation: Approve a Resolution for a Professional Services Agreement between the City of Salinas
and Kimley-Horn and Associates, Inc. for Airport Planning and Environmental Consultant
Services for the Salinas Municipal Airport.
COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS
Receive communication from Councilmembers on reports, appointments and future
agenda items. Councilmember comments are generally limited to three minutes.
