GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.
PUBLIC HEARINGS
ID#21-184 FY 2021-22 Operating and Capital Improvement Budgets and Annual
Appropriations Limit
Recommendation: Approve Resolutions for the proposed FY 2021-22 Operating Budget for the City of
Salinas and Successor Agency to the former Salinas Redevelopment Agency, the FY
2021-22 Capital Improvement Budget for the City of Salinas, and establishing the
Appropriation Limit for FY 2021-22 at $277,483,548.
ID#21-227 Zoning Code Amendment 2021-002; An Ordinance to Eliminate the Maximum
Number of Home Occupations Permitted Per Dwelling Unit
Recommendation: Find Zoning Code Amendment 2021-002 Categorically Exempt from the California
Environmental Quality Act (CEQA) and adopt an Ordinance amending the Zoning Code to
eliminate the maximum number of home occupations permitted per dwelling unit.
ID#21-225 Annual Levy of Assessments for Landscape & Maintenance Districts
Recommendation: Approve Resolutions approving the Engineer's Report and ordering the annual levy and
collection of assessments for the Airport Business Center Landscape Maintenance
District, and the North/East Area, Harden Ranch, Vista Nueva, Mira Monte and Monte
Bella Maintenance Districts.
ID#21-215 2021 Special Assessment for Collection of Unpaid Charges from Property
Owners
Recommendation: Approve a Resolution confirming the 2021 Special Assessment for collection of unpaid
charges from property owners.

Recommendation: Approve financial claims report.
ID#21-214 Airport Core Area Voluntary Cleanup Agreement
Recommendation: Approve a Resolution authorizing the City Manager to execute a Voluntary Cleanup
Agreement with the California Department of Toxic Substance Control for the City-owned
property located at 1341 Mercer Way (Airport Core Area).

ID#21-222 SB1 Road Repair and Accountability Act - FY 2021/22 Projects
Recommendation: Approve a Resolution regarding the local street maintenance and rehabilitation projects
proposed to be partially or fully funded by California Bill 1 in Fiscal Year 2021/22.
ID#21-226 2021 Chip Seal Project, CIP No. 9981
Recommendation: Approve a Resolution awarding contract to VSS International, Inc. for the 2021 Chip Seal
Project, CIP No. 9981 in the amount of $963,000; and authorize the Public Works
Director to approve Contract Change Orders up to an additional $500,000 dollars.
ID#21-235 20-Minute Green Zone Designations at 2034 North Main Street
Recommendation: Approve a Resolution approving the designation of 45 feet of 20-minute green zones
located at 2034 North Main Street.
ID#21-237 No Stopping” Red Zones at the Intersection of Front Street and Winham
Street
Recommendation: Approve a Resolution establishing a total of 85 feet of "No Stopping" red zones at the
intersection of Front Street and Winham Street to provide sufficient intersection sight
triangles.
ID#21-238 FY 2021-2022 Agreement for Services with Bay Area Community Services
for Share Center Operations
Recommendation: Approve a Resolution authorizing a Fiscal Year 2021-2022 Agreement for Services with
Bay Area Community Services not to exceed $400,000 for SHARE Center operations.
ID#21-239 An Ordinance Regulating the Use of Electronic Cigarettes and Making
Minor Amendments to Article XI of Chapter 16 of the Salinas Municipal
Code
Recommendation: Adopt an Ordinance an Ordinance regulating the use of electronic cigarettes and making
minor amendments to Article XI of Chapter 16 of the Salinas Municipal Code.
ID#21-243 Annual Investment Policy for Fiscal Year 2021-22
Recommendation: Approve a Resolution establishing the Annual Investment Policy for the City of Salinas for
FY 2021-22.
