PUBLIC HEARINGS
ID#21-282 2021 Salinas Municipal Airport Rates and Fees Schedule
Recommendation: Approve a Resolution to approve adjustments and additions to the Salinas Municipal
Rates and Fees Schedule effective August 1, 2021.
ID#21-274 An Ordinance Amendment to Article XVI of Chapter 20 of the Salinas
Municipal Code and an Ordinance Amending Chapter 34 (Zoning Code) of
the Salinas Municipal Code Pertaining to Mobile Food Trucks.
Recommendation: 1. Find the project categorically exempt from the California Environmental Quality Act
(CEQA) pursuant to Sections 15305 and 15061(b)(3);
2. Adopt an Ordinance amending Chapter 37 of the Salinas Municipal Code (Zoning
Code) to allow consideration of Food Trucks operating on private property subject to a
Conditional Use Permit (CUP). (ZCA2021-004); and
3. Adopt an Ordinance amending Article XVI of Chapter 20 of the Salinas Municipal Code
updating the regulations governing food trucks, ice cream trucks, nonmotorized
pushcarts and street vendors (Vendor Ordinance).
If the Vendor Ordinance is adopted as outlined, a motion to:
4. Allocate $62,400 from the General Fund for the establishment of 52 "designated
locations" for food trucks.

ID#21-223 Americans with Disabilities Act (ADA) Grievance Procedure and ADA
Nondiscrimination Policy Statement
Recommendation: Approve a Resolution approving the update of the Grievance Procedure to resolve
complaints related to the American with Disabilities Act (ADA); and also approving an
ADA Nondiscrimination Policy Statement.

ID#21-248 Services Agreements for Professional Service Firms
Recommendation: Approve a Resolution authorizing the Mayor to enter into Professional Services
Agreements with CSG Consultants, 4LEAF and Bureau Veritas North America, to provide
technical permitting and inspection services to the City's Permit Center through FY
2021-2022.
ID#21-252 Fiscal Year 2021-22 Assessment and Maintenance District Levies
Transmittal to the Monterey County Tax Collector
Recommendation: Approve a Resolution authorizing staff to transmit to the Tax Collector's office of the
County of Monterey the annual levies for assessment and maintenance district fees and
charges.
ID#21-257 Downtown Complete Streets Project, CIP 9090, Final Acceptance
Recommendation: Approve a Resolution accepting the Downtown Complete Streets Project, CIP Project No.
9090, HSIPL-5045(032), for maintenance and responsibility.
ID#21-267 First 5 Monterey County (F5MC) Amendment to the Funding Agreement in
the Amount of $119,367
Recommendation: Approve a Resolution accepting the First Five Monterey County amendment to the
funding agreement in the amount of $119,367 for the continuation of the library's early
literacy playgroups.
ID#21-268 Services Agreement with Avolve Software, Inc.
Recommendation: Approve a Resolution approving a Professional Services Agreement with Avolve Software,
Inc. through Fiscal Year 2021-22.
ID#21-270 Professional Services Agreement with Tina La Perle for FY 2021-2022
Recommendation: Approve a Resolution for a Professional Services Agreement with Tina La Perle for
Homeless Services Intervention and Coordination.
ID#21-271 Surplus Furniture and Equipment for Disposal at 65 W. Alisal St.
Recommendation: Approve a Resolution Declaring Specified Furniture and Equipment from the Community
Development Department as Surplus and Authorize the disposal of this Furniture and
Equipment.
ID#21-272 Administrative Correction to Resolution No. 21964
Recommendation: Approve a Resolution authorizing the administrative correction to Resolution No. 21964
previously approved on October 13, 2020 and administratively corrected on November 13,
2020; and also approving a corrected Resolution for the California Department of Housing
and Community Development ("HCD") amending the City's authorized signatory language
for the project.
ID#21-273 FY 2021-2022 Agreement for Services with Downtown Streets, Inc. not to
exceed $250,000

Recommendation: Approve a Resolution for a Fiscal Year (FY) 2021-2021 Agreement for Services
(Agreement) with Downtown Streets Inc. (DSI) not to exceed $250,000
ID#21-275 2021-2022 Police Tow Franchise Agreement.
Recommendation: Approve a Resolution authorizing the City Manager to execute the Tow Franchise
Agreement for Fiscal Year 2021-22.
ID#21-276 Extension and Fee Waiver for Certain Outdoor Activity Permits
Recommendation: Approve a Resolution extending COVID-19 outdoor activity permits for restaurants, bars
COVID-19 clinics and waive associated permit fees until December 31, 2021, and
mandate all other currently permitted COVID-19 outdoor activities cease outdoor
operations by August 15, 2021.
ID#21-278 Exclusive Negotiating Rights Agreement with Underline Infrastructure
Services, LLC
Recommendation: Approve a Resolution entering into an Exclusive Negotiating Rights Agreement with
Underline Infrastructure Services LLC for the development of an open-access fiber
broadband system within the City of Salinas.
ID#21-279 Agreements with El Pájaro Community Development Corporation to Provide
Small Business Support Services
Recommendation: Approve a Resolution directing the City Manager, or designee to finalize, and the Mayor
to execute Amendment No. 1 to the Master Agreement for Professional Services dated
July 3, 2018, with EPCDC increasing the not to exceed compensation amount to One
Hundred and Sixty-five Thousand Dollars ($165,000); and approve a new three-year
Master Agreement for Professional Services with EPCDC in an amount not to exceed
One Hundred and Fifty Thousand Dollars ($150,000) to continue to provide small
business support services.
ID#21-280 Landscape District Maintenance Contracts
Recommendation: Approve a Resolution authorizing Smith and Enright the landscape services for Monte
Bella and North East Landscape Districts and authorize Bright View Landscape the
landscape contract for Harden Ranch and Mira Monte, Airport, and Wood Side landscape
districts.
ID#21-285 Temporary Parking Agreement between the City of Salinas and County of
Monterey
Recommendation: Approve a Resolution allowing the temporary use of parking spaces for use by employees
of the County of Monterey.
ID#21-287 Animal Control Services Amendment No. 3 to Memorandum of Agreement
Regarding the Animal Control Services Pilot Project
Recommendation: Approve a Resolution approving amendment No. 3 to the Memorandum of Agreement
between the County of Monterey and the City of Salinas regarding the Animal Control
Services Administration Pilot Program.
ID#21-288 Modification to the Classification - Salary Schedule and Reclassification

Recommendation: Approve a Resolution modifying the Classification - Salary Schedule to reflect the
addition of the classification of Airport Maintenance Worker and reclassification of two
incumbent Facility Maintenance Workers to the classification of Airport Maintenance
Worker.
