ID#21-381 General Plan Amendment 2020-001 and Rezone 2020-001; Request to
Amend the General Plan Land Use and Circulation Map and Rezone a
73-acre site from Agricultural - Flood Overlay to Parks - Flood Overlay
located at 618 Sherwood Drive
Recommendation: Affirm the findings, approve a Resolution adopting a Mitigated Negative Declaration,
approving General Plan Amendment 2020-001; and adopt an Ordinance approving
Rezone 2020-001.
ID#21-382 Resolution of Intention to Levy Salinas United Business Association (SUBA)
2021-2022 Annual Assessment
Recommendation: Approve a Resolution of Intention (ROI) to levy the annual assessment in the Salinas
United Business Association Business Improvement Area (BIA) for FY 2021-2022 and
set a public hearing date to consider the levy of assessments.
CONSIDERATION
ID#21-383 CONTINUED TO SEPTEMBER 21, 2021 - Ordinance Amendments to
Article XVI of Chapter 20 (Motor Vehicles and Traffic) and Chapter 37
(Zoning Code) of the Salinas Municipal Code pertaining to Mobile Vendors
and Food Trucks (Second Reading)
Recommendation: Adopt an Ordinance amending Chapter 37 of the Salinas Municipal Code (Zoning Code)
to allow consideration of Food Trucks operating on private property subject to a
Conditional Use Permit (CUP). (ZCA 2021-004); and Adopt an Ordinance amending
Article XVI of Chapter 20 of the Salinas Municipal Code updating the regulations
governing food trucks, ice cream trucks, nonmotorized pushcarts and street vendors
(Vendor Ordinance); and approve a Resolution allocating funding to support related
enforcement activities.
ID#21-403 The American Rescue Plan Act of 2021
Recommendation: Approve a Resolution accepting all American Rescue Plan Act (ARPA) funds, including
under the "revenue loss" category, and apply the funds to the government services
identified.
ID#21-405 Central Coast Public Bank-Viability Study
Recommendation: Consider approving a Resolution expressing the City of Salinas's interest in participating
in a viability study for the formation of the Central Coast Public Bank.

Recommendation: Approve a Resolution accepting the Old Municipal Swimming Pool Building Retrofit -

Recommendation: Approve a Resolution authorizing the Public Works Director to approve Contract Change
Order No. 5 (CCO 5) to Norcal Contractor, in the amount of $125,042.51.

Recommendation: Approve a Resolution authorizing the direct purchase of one 2021 Backhoe 310SL, one
2021 PB Loader BC-6, and one 2021 Catepillar CB-7.
ID#21-374 Direct Purchase of Structural Firefighting Personal Protective Clothing
Recommendation: Approve a Resolution approving the direct purchase of structural firefighting personal
protective clothing from JAECO Fire and Safety in the amount of $69,251.39.
ID#21-378 Direct Purchase of LIFEPAK 15 V4 Cardiac Monitors from Stryker
Recommendation: Approve a Resolution approving the direct purchase of LIFEPAK 15 v4 cardiac monitors
from Stryker in the amount of $109,532.68.
ID#21-379 Sole-Source Purchase of Fire Station Alerting Upgrades
Recommendation: Approve a Resolution approving an agreement with Westnet Corporation for the
replacement of fire station alerting system components in the amount of $59,950.00.

Recommendation: Approve a Resolution adopting the Salinas Vision Zero Action Plan.
ID#21-384 Award of Industrial Wastewater Treatment Facility, Sludge Removal Project
Recommendation: Approve a Resolution awarding the Industrial Wastewater Treatment Facility, Sludge
Removal Project to American Process Group, Inc. in the amount of $1,677,060.

Recommendation: Approve a Resolution approving Amendment No. 1 to Agreement for Services between
the City of Salinas and Bear Electrical Solutions (BES).
ID#21-388 Issuance, Extension and Fee Waiver for Certain Outdoor Activity Permits
Recommendation: Approve a Resolution to allow issuance and extension of COVID-19 outdoor activity
permits for bingo/cardrooms, gyms, and religious assembly until December 31, 2021 with
a continued fee waiver.

Grant
Recommendation: Approve a Resolution authorizing the Mayor to submit a letter of support for
Monterey-Salinas Transit (MST) District's application to the Federal Transit
Administration's (FTA) Areas of Persistent Poverty Grant Program and approving the
City's commitment to fund $20,000 of the required local match contribution, if awarded.
ID#21-398 Governmentjobs.com, Inc. (dba NEOGOV) Professional Services Agreement
Recommendation: Approve a Resolution approving a Professional Services Agreement between the City of
Salinas and Governmentjobs.com, Inc. (dba NEOGOV), and authorizing the City
Manager to execute a two-year agreement to provide online performance review software
services to the City of Salinas in an amount not to exceed $58,623.00.
ID#21-399 Axon Tasers and Camera Systems
Recommendation: Approve a Resolution authorizing the direct purchase and payment of annual service fees
to support Police Service Axon Tasers, Camera Systems, and Evidence.com access for
a five-year period, with total costs not to exceed $1,932,452.20
ID#21-400 Direct Purchase of 33 Rifles for Police Officers
Recommendation: Approve a Resolution authorizing the direct purchase of 33 Colt Rifles for sworn police
officers from L.C. Action Police Supply at a total cost of $67,657.06.
ID#21-402 Memorandum of Understanding between Salinas Valley Solid Waste
Authority and City of Salinas
Recommendation: Approve a Resolution authorizing the Mayor to sign the Memorandum of Understanding
between the Salinas Valley Solid Waste Authority and the City of Salinas.
ID#21-411 FEMA Assistance to Firefighters Grant (AFG) Acceptance
Recommendation: Approve a Resolution accepting a regional Federal Emergency Management Agency
(FEMA) Assistance to Firefighters Grant (AFG) for the procurement of Paramedic
Training totaling $682,550, with an authorization to expend matching funds and authorize
the City Manager to sign a Memorandum of Understanding between the two agencies.
ID#21-415 Short-Term Pond 3 Industrial Wastewater Effluent Utilization Agreement
Recommendation: Approve a Resolution of a Short-Term Pond 3 Industrial Wastewater Effluent Utilization
Agreement with Monterey One Water and the Monterey County Water Resources
