This meeting is being conducted consistent with State of California Executive Order
N-29-20 dated March 17, 2020, regarding the COVID-19 pandemic. The public may view
the meeting on television and/or online and may participate in-person in the Council
Chamber.
PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.

Recommendation: No action required. This report presents information to the City Council regarding the
Salinas Safe Routes to School Plan.

ID#21-407 Submission of Consolidated Annual Performance and Evaluation Report for
FY 2020-21 to United States Department of Housing and Urban Development
Recommendation: Approve a Resolution approving the Fiscal Year (FY) 2020-21 Consolidated Annual
Performance and Evaluation Report (CAPER) and authorize submittal to the United
States Department of Housing and Urban Development (HUD).
ID#21-443 Conditional Use Permit - Minor Exception (Administrative) Fee Reduction
Recommendation: Approve a Resolution reducing the current Planning Fee for Conditional Use Permit (CUP)
- Minor Exception (Administrative) by approximately 41% to $521.94.
CONSIDERATION
ID#21-383 Ordinance Amendments to Article XVI of Chapter 20 (Motor Vehicles and
Traffic) and Chapter 37 (Zoning Code) of the Salinas Municipal Code
pertaining to Mobile Vendors and Food Trucks (Second Reading)
Recommendation: Adopt an Ordinance amending Chapter 37 of the Salinas Municipal Code (Zoning Code)
to allow consideration of Food Trucks operating on private property subject to a
Conditional Use Permit (CUP) (ZCA 2021-004); and Adopt an Ordinance amending Article
XVI of Chapter 20 of the Salinas Municipal Code updating the regulations governing food
trucks, ice cream trucks, nonmotorized pushcarts and street vendors (Vendor
Ordinance); and approve resolutions allocating funding for program enforcement activities
and establishing the 52 designated locations.

ID#21-387 Direct Purchase of Six Toyota Tacomas and one Ford Transit Van
Recommendation: Approve a Resolution authorizing the direct purchase of five Toyota Tacomas for Park
Maintenance at a total cost of $144,420.15 and one Tacoma and one Ford Transit Van for
the Recreation Division at a total cost of $67,119.79.

ID#21-418 2021 California International Airshow Permit at the Salinas Municipal Airport
Recommendation: Approve a Resolution approving the Airport Use Permit for the 2021 California
International Airshow, to be conducted by the Monterey County Airshow Association, Inc.
at the Salinas Municipal Airport, in accordance with the terms of said permit.
ID#21-420 American Rescue Plan Act (ARPA) (Public Law 117-2) Grant Funding for the
Salinas Municipal Airport
Recommendation: Approve a Resolution for the application and acceptance of a grant funding from the
Federal Aviation Administration by way of the American Rescue Plan Act (ARPA) (Public
Law 117-2) for the Salinas Municipal Airport.
ID#21-424 Direct Purchase of Two Toyota Tacomas
Recommendation: Approve a Resolution authorizing the direct purchase of two Toyota Tacomas for Public
Works Construction Inspection at a total cost of $57,768.06.
ID#21-426 Direct Purchase of one Toyota Tacoma
Recommendation: Approve a Resolution authorizing the direct purchase of one Toyota Tacoma for
Information Systems at a total cost of $28,884.03.
ID#21-438 Roadway Pavement Materials Suppliers
Recommendation: Approve a Resolution approving Granite Construction Company, and Graniterock as
suppliers of roadway pavement materials to the City Street Maintenance Division for a
combined amount not to exceed $1,500,000 annually for fiscal years 2021-22 and
2022-23 with an opportunity for an extension for two additional years contingent upon
mutual agreement between the City and the supplier.
ID#21-441 Removal of Uncontrolled Marked Crosswalk Abbott Street and Chamberlain
Street
Recommendation: Approve a Resolution for the removal of the uncontrolled marked crosswalks at the
intersection Abbott Street and Chamberlain Street.
ID#21-457 League of California Cities Voting Delegate
Recommendation: Approve appointment of Councilmember Anthony Rocha as the voting delegate for the
annual League of California Cities' business meeting on policy resolutions.
