City of Salinas Page 1 City Council Meeting Minutes - Unofficial September 28, 2021 ADMINISTRATIVE REPORTS ID#21-456 A Road to Recovery for Local Businesses Blueprint Received report from Community Development Analyst Crystal Casillas outlining the Taskforce’s Blueprint which identifies small business challenges resulting from the pandemic and associated economic downturn. She added that the Blueprint also identifies actions taken by the City and Taskforce partners to provide relief, recovery and resiliency to support small business to rebound and be better prepared for navigating future disasters. PUBLIC HEARINGS ID#21-471 Franchise Agreement between the City of Salinas and Allied Waste Services, dba Republic Services of Salinas for the collection, transportation, and disposal of solid waste. Received report from Brian Frus, Senior Civil Engineer regarding the exclusive franchise agreement with Allied Waste Services, dba Republic Services of Salinas for solid waste, recycling and green waste collection. As a result of legislative changes, the need to modify interrelated agreements that involve the Salinas Valley Solid Waste Authority and the addition of contracted street sweeping services, the existing agreement required updates and modifications to properly address various issues. Upon motion by Councilmember Cromeenes, second by Rocha, Resolution approving an Amended and Restated Collection Services Franchise Agreement for the Provision of Residential and Commercial Garbage, Recyclable Materials and Organics Waste Collection, Transportation, Recycling and Disposal Services between the City and Allied Waste Services, dba Republic Services of Salinas ("Franchise Agreement"); and authorize the City Manager, or his designee, in consultation with the City Attorney, to make any non-substantive revisions to the Franchise Agreement, that are consistent with the action of City Council; and authorize the City Manager to send a letter to the Salinas Valley Solid Waste Authority rescinding the City's December 6, 2018 Notice of Intent to Withdraw from the Salinas Valley Solid Waste Authority was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Cromeenes, Councilmember Gonzalez, Councilmember McShane, Osornio, Rocha and Mayor Craig Enactment No: RES 22219 COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember Rocha reported that he attended the League of California Cities and served as the voting delegate for the Annual Business meeting. Voting delegates were scheduled to act on three resolutions, one of which was tabled and forwarded to the City Managers Committee to further review. The Second resolution was related to rail system operations and maintenance responsibilities on private properties. The final resolution was related to changes in the League of California Cities bylaws which included a name change to Cal Cities and increase in member organization representation. Councilmember McShane requested staff revisit an ordinance allowing domestic chickens within the city limits. Request was second by Councilmember Gonzalez. Additionally, he requested staff consider the request from the community to rename a library or other city facility in honor of Alfred Diaz-Infante. Request was second by Councilmember Rocha. Councilmember McShane announced an Elective Vehicle Test Drive event scheduled for Saturday, October 2 and invited the community to attend. Gonzalez announced the Community Resource Fair at Sherwood Park for the VISION Salinas 2040 General Plan and invited the community and youth to attend. She further announced that she attended the California Rodeo Salinas 2021 and commended the Rodeo Board of Directors and city leadership for addressing the cultural sensitivity issue that was brought to the Councils attention. Councilmember Barrera requested an update from staff regarding the Permit Center Operations. Request was second by Councilmember Osornio and Gonzalez. He additionally requested staff work with local nonprofit organizations interested in the adopting Closter Park and also work with the un housed leadership to work together on solutions to homelessness. Councilmember Osornio reported that he attended the California Rodeo Salinas events and was also honored to participate in the Ribbon Cutting event for the Taylor Farms Bridge at the Sport Complex. Mayor Craig reported she attended the ribbon cutting ceremony for the pedestrian bridge at Rabobank providing handicap accessibility throughout the Rodeo Grounds and further acknowledged the generosity of key employers in the region for funding the construction of the bridge. Mayor Craig reported that she attended a Local Agency Formation Commission closed session meeting related to significant exposure to litigation.
