PUBLIC COMMENT PROCEDURES
If you wish to make a general public comment or comment on a specific agenda item,
you are encouraged to attend the City Council meeting in person. Public Comment may

the record.
PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.
ADMINISTRATIVE REPORTS
ID#21-532 Permit Center Progress Update
Recommendation: No action required. This report presents information to the City Council regarding the
Permit Center during the COVID-19 pandemic and the changes that were instituted to
maintain service continuity.
ID#21-535 Streets and Sidewalk Update
Recommendation: No action required. This report presents information to the City Council regarding City
Streets and Sidewalks.

PUBLIC HEARINGS
ID#21-511 Salinas United Business Association (SUBA) FY 2021-2022 Annual
Assessment
Recommendation: Approve a Resolution to levy and collect the annual assessment in the Salinas United
Business Association ("SUBA") Business Improvement Area ("BIA") for Fiscal Year (FY)
2021-2022; and to direct staff to review and consider SUBA's request to align the annual
assessment and collection dates with the City's business license renewal cycle and to
return to the Council with a recommendation for consideration.

ID#21-491 North Main Street Intersection Improvements Project, CIP 9262
Recommendation: Approve a Resolution accepting the North Main Street Intersection Improvements Project,
CIP Project No. 9262, HSIPL-5045(033), for maintenance and responsibility.
ID#21-498 Surplus Vehicles and Equipment for Auction
Recommendation: Approve a Resolution declaring vehicles and equipment surplus and authorize their
disposal through auction or disposal of scrap.
ID#21-502 Acquisition of Salinas Transit Center Properties
Recommendation: Approve a Resolution authorizing the City Manager to execute a Transfer Agreement with
the Transportation Agency for Monterey County (TAMC) to acquire ten parcels of land
located at the Salinas Transit Center.
ID#21-505 Adoption of Chapter 10 (Consultant Selection) of Caltrans Local Assistance
Procedures Manual
Recommendation: Approve a Resolution adopting Caltrans Local Assistance Procedures Manual Chapter
10: Consultant Selection, dated January 2021 or as amended in future updates, for the
procurement and administration of Architectural and Engineering contracts for state and
federal funded projects.
ID#21-510 Amendment No. 1 to Agreement with Rincon Consultants, Inc (Rincon)
Recommendation: Approve a Resolution approving Amendment No. 1 to the Professional Services
Agreement (Agreement) with Rincon Consultants, Inc. (Rincon) increasing the total
compensation amount to $86,372 and extending the term to June 30, 2022 to analyze a
proposed rezoning for 1 Preston Street.
ID#21-513 Professional Services Agreement with Dudek for the Preparation of an Urban

Forestry Management Plan
Recommendation: Approve a Resolution approving a Professional Services Agreement in the amount of
$142,800 between the City of Salinas and Dudek for the preparation of an Urban Forestry
Master Plan and to accept grant funds.
ID#21-515 City of Salinas American Rescue Plan Act / Project Roomkey Motel Program
Recommendation: Approve a Resolution authorizing the City Manager or his designee to execute a
Standard Agreement (Agreement) with the County of Monterey (County) to accept and
administer $1,796,632 of California Department of Social Services (CDSS) 2021-22
Project Roomkey (PRK) funds; appropriate $3 million in City of Salinas (City) American
Rescue Plan Act (ARPA) funds for the implementation of a City of Salinas ARPA/PRK
Motel Program (Program); and execute all applicable Program agreements.
ID#21-516 Amendment to Contract with Wallace Group Inc. for Services related to the
Lake Street Emergency Sewer Repairs
Recommendation: Approve a Resolution approving a contract amendment in the amount of $99,575 between
the City of Salinas and Wallace Group, Inc. for support services related to the Lake
Street Emergency Sewer repairs; 2) authorize a transfer of $99,575 from Sanitary Sewer
Fund balance to the Capital Projects Fund; and 3) authorize an increase of the CIP 9302,
Lake Street Emergency Repairs, appropriation in the same amount.
ID#21-520 United Way of Monterey County Emergency Rental Assistance Program
Recommendation: Approve a Resolution authorizing the City Manager or designee to request and accept up
to $10 million from the 2nd round of Emergency Rent and Utility Assistance Program
funds from the United Way of Monterey County.
ID#21-524 Removal of the Uncontrolled Marked Midblock Crosswalk on Williams Road
Recommendation: Approve a Resolution approving the removal of the uncontrolled marked midblock
crosswalk on Williams Road.
