PUBLIC HEARINGS ID#22-010 Redistricting Salinas 2021 - Public Hearing #2 No public comment received. Considered the 2020 Census population deviations, review Plan 1 and Plan 2, received public input and provided direction to staff. No action required. ID#22-004 2021 Weed Abatement Program Upon motion by Councilmember Osornio, second by Councilmember McShane, Resolution 22280 approving the 2021 Weed Abatement charges and collection of the unpaid charges from the property owners was approved. This report presented information to the City Council regarding the Fiscal Year 2021 Spendable Fund Balance. ID#22-028 Implementation of the Salinas Plan No public comment received. No action is required. This report presented an update to the City Council regarding the Salinas Plan. CONSENT AGENDA ID#22-001 Engineering Services for Assessment Districts Upon motion by Councilmember Cromeenes, second by Councilmember Osornio, Resolution 22281 authorizing City Manager to Execute a Professional Service Agreement with Harris & Associates, Inc. to Provide Engineering Services for Assessment Districts throughout the City Including: a One-Time Audit Of Existing Data, Annual Administration Services for Existing Assessment Districts, and On-Call Services Related to Formations and Annexation was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Absent: 1- Councilmember Gonzalez Enactment No: RES 22281 ID#22-002 Sale of City-Owned Property to City of Gonzales Upon motion by Councilmember Rocha, second by Councilmember Cromeenes, Resolution 22282 approving a Purchase and Sale Agreement to sell 0.3168 acres of City-owned property to the City of Gonzales was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Absent: 1- Councilmember Gonzalez Enactment No: RES 22282 ID#22-003 Parking Regulations at Monterey County Government Center Upon motion by Councilmember Cromeenes, seconded by Councilmember Osornio, Resolution 22283 approving the removal of two (2) parking stalls of yellow loading zones on Church Street, a total of 15 stalls of Wednesday 8:00 City of Salinas Page 2 City Council Meeting Minutes - Unofficial January 11, 2022 a.m. to 1:00 p.m. parking restrictions at the Monterey County Government Center’s Church Street frontage, a total of 33 on-street permit parking stalls for 7AM-7PM Mon-Fri on Church Street (4 stalls), Capitol Street (9 stalls), and Gabilan Street (20 stalls); and a total of 52 off-street stalls in the former Salinas Police Department lot to be permit parking stalls for 7AM-7PM Monday-Friday was approved. The motion failed by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Absent: 1- Councilmember Gonzalez Enactment No: RES 22283 ID#22-008 Amendment No. 1 to Agreement for Professional Services with CSG Consultants, Inc. A motion was made by Councilmember Osornio, seconded by Councilmember Cromeenes, Resolution 22284 authorizing the Mayor to execute Amendment No. 1 to the Agreement for Professional Services with CSG Consultants, Inc. to increase the total not to exceed compensation amount to $950,000 was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Absent: 1- Councilmember Gonzalez Enactment No: RES 22284 ID#22-009 Emergency Connectivity Fund Grant Reimbursement Award Upon motion by Councilmember Cromeenes, seconded by Councilmember Osornio, Resolution 22285 authorizing the acceptance of the Emergency Connectivity Fund grant reimbursement award in the amount of $24,000 and the establishment of the Emergency Connectivity Fund appropriation of $24,000 and corresponding revenue budget for the purchase of laptop devices for a Public Lending Program at Salinas Public Libraries with no matching funds required was approved. The motion carried by the following vote: Ayes: 6- Councilmember Barrera, Councilmember Cromeenes, Councilmember McShane, Councilmember Osornio, Councilmember Rocha and Mayor Craig Absent: 1- Councilmember Gonzalez Enactment No: RES 22285 ID#22-014 Pedestrian Crossing Enhancements; CIP 9188, HSIPL-5045(035) Upon motion by Councilmember Cromeenes, second by Osornio, Resolution 22286 awarding a contract to Precision Grade, Inc. for the Pedestrian Crossing Enhancements Project; CIP 9188, HSIPL-5045(035), in the amount of $1,058,098.00; and authorizing an increase of $365,00.00 to CIP 9188 appropriation and use of Measure X fund balance for construction was approved.
