PUBLIC COMMENT PROCEDURES
If you wish to make a general public comment or comment on a specific agenda item,
you are encouraged to attended the City Council meeting in person. Public comment may
also be submitted via email at PublicComment@ci.salinas.ca.us and will be entered into
the record.
PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.

Recommendation: Approve a Resolution allocating $8.1 million dollars from available fund balance to build a
recreation center in City Council District 5.

Funded Programs for the Year Ended June 30, 2021

Recommendation: Accept the audited Basic Financial Statements and Single Audit Report on federal
funded programs for fiscal year ended June 30, 2021.

ID#22-208 Zoning Code Amendment 2022-002; An Ordinance Amending Various
Sections of Chapter 37 of The Municipal Code (Zoning Code) to Allow a
School District or Community College District to Acquire, Construct,
Rehabilitate, or Preserve Affordable Housing Consistent with the Teacher
Housing Act of 2016
Recommendation: Consider finding Zoning Code Amendment 2022-002 (ZCA 2022-002) categorically
exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA
Guidelines Section 15305 and adopt an Ordinance amending Chapter 37 of the Salinas
Municipal Code (Zoning Code) to allow a school district or community college district to
acquire, construct, rehabilitate, or preserve affordable rental housing for its staff or public
consistent with the Teacher Housing Act of 2016.

ID#22-200 Direct Purchase of one 2023 Altec AT41M and one F-250 Utitlity Body with
Post Puller
Recommendation: Approve a Resolution authorizing the direct purchase of one Altec AT41M at a cost of
$190,831.11, one F-250 utility body at a cost of $47,055.80, and one Post Puller at a
cost of $6,535.00 for the Street Maintenance Division for a total cost of $244,421.91.

ID#22-232 20-Minute Green Zone Designations and “No Stopping” Red Zone at 349
Williams Road
Recommendation: Approve a Resolution establishing 85 feet of 20-minute green zones designations and 15
feet of "No Stopping" red zone located at 349 Williams Road.
ID#22-233 “No Stopping” Red Zones at the Intersection of Eucalyptus Drive at Circle
Drive
Recommendation: Approve a Resolution establishing a total of 140 feet "No Stopping" red zones at the
intersection of Eucalyptus Drive at Circle Drive.
ID#22-241 Master Service Agreement with Underline
Recommendation: Approve a Resolution supporting the provision of public Wi-Fi on City-owned properties
throughout the city and to enter into a Master Service Agreement with Underline
Monterey, Inc for the provision of broadband services.
ID#22-246 November 8, 2022 General Municipal Election
Recommendation: Approve a Resolution ordering an election, requesting the Monterey County Elections
Department to conduct the election, and requesting consolidation of the November 8,
2022 election.

Receive communication from Councilmembers on reports, appointments and future
