Motion failed due to lack of second. MOTION Motion made by Councilmember McShane to approve the levy as recommended by staff. Second by Councilmember Cromeenes with a friendly amendment approving a levy increase of 5% for the North/East Area Maintenance District. Amendment was accepted by Councilmember McShane. SUBSTITUTE MOTION Substitute motion made by Councilmember Rocha to approve the levy with a rate increase of 3% (Low Density $219.28, Medium Density $131.57, High Density $87.71) for the North/East Area Maintenance District respectively. Motion was second by Councilmember Osornio. Upon motion by Councilmember Rocha, seconded by Councilmember Osornio, Resolution approving the Engineer's Reports and ordering the annual levy and collection of assessments for the Airport Business Center Landscape Maintenance District, and the North/East Area, Harden Ranch, Vista Nueva, Mira Monte and Monte Bella Maintenance Districts, as amended was approved. Upon motion by Councilmember Cromeenes, seconded by Councilmember Gonzalez, Resolution authorizing the ratification to Resolutions 22353, 22295, 22200, 22201,22311 authorizing a price increase of up to 25% and allow the vehicle purchase from vendors with suitable substitutes was approved.
