PUBLIC COMMENT TIME RESTRICTIONS
Public comments generally are limited to two minutes per speaker; the Mayor may further
limit the time for public comments depending on the agenda schedule.
GENERAL PUBLIC COMMENTS
Receive public communications on items that are not on the agenda and that are in the
City of Salinas’ subject matter jurisdiction. Comments on Consent, Consideration, and
Closed session items should be held until the items are reached. The public may
request that the legislative body consider adding an item for consideration on a future
agenda. The public may comment on scheduled agenda items, including closed session
items, as they are considered.
PUBLIC HEARINGS
ID#22-574 Amendment of Commercial Cannabis Taxation Rates
Recommendation: Approve a Resolution to amend Commercial Cannabis taxation rates to 2.5% of gross
receipts for manufacturing and $7 per square foot of canopy for cultivation pursuant to
Section 19A.10.330 of the Salinas Municipal Code.

Recommendation: Approve a Resolution authorizing the submission of the City's annual application for 2021
Permanent Local Housing Allocation funds to the California Department of Housing and

Allocation 5-Year Plan; appropriation of 2021 PLHA funds to General Ledger account fund
SB2 (2951); and authorizing the City Manager or designee to execute all applicable
agreements.

ID#22-573 Inclusionary Housing Ordinance - Downtown Exemption [Salinas Municipal
Code Section 17-8(d)]
Recommendation: No specific action is recommended. The City Council is asked to consider whether the
exemption provided to residential developments in the downtown area [Salinas Municipal
Code section 17-8(d)] should be repealed.
ID#22-581 Citywide Sidewalk Repair Project, CIP No. 9720
Recommendation: Approve a Resolution approving the Plans and Specifications for the Citywide Sidewalk
Repair Project, CIP No. 9720; and authorizing issuance of an Invitation to Bidders, with
bids to be opened on November 22, 2022.

Recommendation: Approve a Resolution approving a purchase order amendment in the amount of $17,500
between the City of Salinas and Wallace Group, Inc. for support services related to the
Lake Street Emergency Sewer repairs; and authorize a transfer of $17,500 from account
5800.50.9302-66.4000 (Improvements) to account 5800.50.9302-63.5010 (Professional
Services) in the Capital Projects Fund.
ID#22-532 Amended Professional Service Agreement with Wallace Group for Sanitary
Sewer Master Plan Update
Recommendation: Approve a Resolution approving an Amended and Restated Professional Services
Agreement in the amount of $633,249 between the City of Salinas and Wallace Group for
the Sanitary Sewer Master Plan update; 2) authorize a transfer of $45,000 from CIP 9032
account 5800.50.9302-66.4000 (Improvements) to CIP 9008 account
5800.50.9008-63.5400 (Engineering Services) in the Capital Projects Fund; and 3)
authorize an increase of the CIP 9008, Sanitary Sewer Master Plan appropriation in the
same amount.

Fiscal Year 2023 as attached.

Continuum of Care Housing Assistance and Prevention Program Grant Funds
Recommendation: Approve a Resolution authorizing the acceptance of $722,305.07 of CA-COC 506
Homeless Housing Assistance and Prevention Program grant funds; the establishment
and/or increase of Housing - Other Agency Match Fund Special Programs
(2945.30.3240) appropriations totaling $722,305.07 and corresponding revenue budget;
and authorize the City Manager or designee to execute all applicable agreements.

Bridge Replacement and Road Widening Project
Recommendation: Approve a Resolution approving an agreement between the City of Salinas and the
County of Monterey for the Roundabout at the Davis Road Bridge Replacement and Road

ID#22-558 Agreement with Engie Services US, Inc. for Maintenance Services of the
City’s Solar Photovoltaic Systems
Recommendation: Approve a Resolution approving an Agreement for Services in the amount of $643,088
between the City of Salinas and Engie Services US, Inc. for the Maintenance Services for
the City of Salinas Solar Photovoltaic Systems.
ID#22-561 Amendment 1 to FY 2022-2023 Agreement for Professional Services with
Tina La Perle
Recommendation: Approve a Resolution authorizing the City Manager or designee to execute Amendment 1
to the FY 2022-2023 Agreement for Professional Services with Tina La Perle to extend
the agreement term through to December 31, 2022 and increase the total not to exceed
compensation amount to $71,000.
