Clinton, District 3 Resident GENERAL PUBLIC COMMENTS Received public comment from members in attendance in-person and on Zoom. PRESENTATION ID#23-032 2022 VISTA Update and Accomplishments Received presentation from David Vigil, VISTA Housing Coordinator, who highlighted the work done by VISTA around the Housing Element Progress Report, ADU Plans, Regional Farmworker Housing Study, and the Prohousing Designation Program Application process. No action required. ID#23-059 Police Officer Staffing and Call Prioritization Received presentation from Salinas Chief of Police Roberto Filice regarding current City of Salinas Page 1 City Council Meeting Minutes - Unofficial January 24, 2023 staffing levels as of January 1, 2023. He reported that of 143 sworn officer positions, of which only 119 are fully trained officers and on duty on a regular basis. Recruitment challenges has been ongoing due to the decline in quantity and quality police officer and police recruit positions. Between January 2014 and May 2022, the city received 2,603 applications for sworn officer of which only 8 remain in 2022. Police Chief Filice stated that moving forward, data indicated the hiring and recruitment trend continue to be ongoing resulting in implementing a Police Call Prioritization and Response Strategy. In closing, the decision to implement the changes was after careful consideration and in efforts to address the retention and recruitment challenges while continuing to ensure public safety. CONSIDERATION ID#23-062 Review of Proclamation of Local Emergency: 2023 Winter Storms Received report from City Attorney Christopher A. Callihan, requesting that the Salinas City Council ratify the Director of Emergency Services’ Proclamation of a Local Emergency, first declared on January 4, 2023 due to the winter storm/atmospheric river that occurred on January 4 and 5, 2023. On January 10, 2023 the City Council established findings that the emergency continued to exist as the storms had not abated; and extended the Proclamation of Local Emergency: Winter Storm, 2023 thru January 24, 2023. Staff requested that the City Council consider finding that the local emergency related to the 2023 Winter Storm no longer exist and that the Proclamation of a Local Emergency: Winter Storm, 2023 shall expire effectively on January 24, 2023. Upon motion by Councilmember Rocha, seconded by Councilmember Gonzalez, Minute Order finding that the local emergency related to the 2023 Winter Storm no longer exists was approved. The motion carried by the following vote: Ayes: 7- Councilmember Barrera, Councilmember Gonzalez, Councilmember McShane, Councilmember Osornio, Councilmember Rocha, Councilmember Sandoval and Mayor Craig ID#23-020 Monterey County Tourism Improvement District Renewal Received report from Assistant Community Development Director Lisa Brinton. She reported that the Tourism Improvement Districts (TIDs), special assessment districts are authorized by the State and allow hospitality businesses to collect a fixed per-room-night surcharge levied on all overnight stays at hotels in the District to fund efforts to promote tourism. On December 27, 2022, the City received a letter from the City of Monterey City of Salinas Page 2 City Council Meeting Minutes - Unofficial January 24, 2023 requesting the Salinas City Council adopt a Resolution of Consent for the renewal of the 2018 MCTID, which is scheduled to expire on December 31, 2023. The proposed term of the MCTID would be renewed for ten (10) years (July 1, 2023 to June 30, 2033), annual assessments for Limited-Service Hotels in Salinas would increase from $1.50 to $2.00 per room night with an automatic $0.20 biennial increase beginning FY 2025- 26. The Salinas Valley Tourism and Visitor’s Bureau (SVTVB) would continue to receive $0.50 of the per room night assessment collected in Salinas to operate the Salinas California Welcome Center for term of the District. COUNCILMEMBERS’ REPORTS, APPOINTMENTS AND FUTURE AGENDA ITEMS Councilmember McShane stated he has been in communication with downtown stakeholder related to parking in the downtown, traffic enforcement and traffic flow as it has been an ongoing concern. He requested Police address the traffic enforcement along Los Palos Drive due to reports of speeding and safety concerns. Councilmember McShane requested staff meet with Salinas Union High School Board of Trustee Jorge Rojas regarding a potential partnership or collaboration the City and the Regional Sports Authority. He shared information regarding an “adopt a sewer drain program” as an option for the city. Councilmember Rocha appointed Stephen Kennedy to the Measure E Oversight Committee effective January 19, 2023. He reported that he attended the Water Education for Latino Leaders Session in the Coachella Valley where they discussed clean water and water quality access issues affecting communities around the region. He reported it is a six month program that he will continue to attend over the next few months. City of Salinas Page 4 City Council Meeting Minutes - Unofficial January 24, 2023 Councilmember Sandoval reported that he attended the Salinas Valley Solid Waste Authority Board where they discussed reducing service fees. He invited the community to attend the Budget Workshop at the Salvation Army on January 25 and the District 4/5 Community Meeting scheduled for January 26 at Boronda Medows Elementary School. Councilmember Sandoval appointed Asya Guillory to Police Community Advisory Committee, Lee Abellana to the Public Art Commission, and Eric Quigley to the Traffic and Transportation Commission. Councilmember Gonzalez reported that she attended her first meeting to the Salinas Valley Solid Waste Authority Meeting. She stated she has a Cannabis Committee meeting on January 25, 2023 and stated that the County leasers is are exploring cannabis consumption markets and will also be reassessing the tax breaks. She encouraged the community to fill out the budget survey online in addition to attending the scheduled budget meetings. Councilmember Barrera expressed concerns regarding the blighted buildings specifically El Volcan, the 99 Cent Store on E. Market Street and requested address the blight issues. Councilmember Barrera stated e looks forward the Strategic Planning Session and discussion around American Rescue Plan Act funding. Councilmember Barrera appointed Victor Tafoya to Library and Community Services Commission and Guadalupe Gilpas Barrera to the Measure E Oversight Committee. Councilmember Osornio reported the wood fibers are now being replaced at various parks throughout the City. He reported that he was a guest speaker at the Escuelita at Building Healthy Communities and was pleased to see the level of community engagement. Councilmember Craig invited the Council and community to attend the swearing in ceremony Officer Ivan Urquizo on January 25 at 3 p.m. at the Police Department. Mayor Craig requested staff schedule a meeting for the Car Club Subcommittee to address the cruising ordinance and car cub event staffing. She appointed Bob Eggers to the Measure G Oversight Committee replacing Maureen Wruck following her resignation. CLOSED SESSION Closed session was canceled. ID#23-060 a.
