CONSIDERATION ID#23-030 Review of Proclamation of Local Emergency: Winter Storms of January 4-5, 2023 Recommendation: Consider approving a Resolution ratifying the Director of Emergency Services' Proclamation of a Local Emergency and finding that the local emergency no longer exists. ID#23-031 City Council Committees/Regional Board Appointments Recommendation: Consider approving appointments of City Council members to the committees/regional boards for 2023. ADMINISTRATIVE REPORTS ID#22-692 Permit Center Progress Update Recommendation: No action is required. This Administrative Report is presented to the City Council and the public as an overview of Permit Center operations and continuous improvements. ID#23-022 Brown Act Update: Continued Remote Meetings Recommendation: No action is required. This Administrative Report is presented as information to the City Council and the public related to remote participation in City Council meetings. ID#23-033 Financial Claims Recommendation: Approve financial claims report. ID#23-001 Lease Agreement between the City of Salinas and Salinas Police Activities League, Inc. (PAL) for the Salinas Armory Building located at 100 Howard Street Recommendation: Approve a Resolution authorizing the City Manager to execute the 2023 Lease Agreement and authorize the Mayor to execute a Memorandum of Lease for the purpose of recording the agreement. ID#23-002 Professional Service Agreement with CA Public Relations for the Street Sweeping Signage Program Recommendation: Approve a Resolution authorizing the Mayor to enter into a Professional Service Agreement with CA Public Relations, in the amount of $100,000 for services related to community education and outreach for a street sweeping "No Parking" signage program. ID#23-003 2022 Engineering and Traffic Surveys for Speed Limits City of Salinas Page 3 Printed on 1/6/2023 City Council Meeting Agenda - Final January 10, 2023 Recommendation: Approve a Resolution to establish speed limits as recommended by the 2022 Engineering and Traffic Survey. ID#23-004 “No Stopping” Red Zones at the Intersection of Towt Street and Second Avenue Recommendation: Approve a Resolution establishing a total of 90 feet of "No Stopping" red zones at the intersection of Towt Street and Second Avenue. ID#23-005 20-Minute Green Zone Designation and “No Stopping” Red Zone at 259 Williams Road Recommendation: Approve a Resolution establishing a total of 110 feet of 20-minute green zones designation and 15 feet of "No Stopping" red zone located at 259 Williams Road. ID#23-006 West Acacia Street Neighborhood Traffic Calming Plan Recommendation: Approve a Resolution to implement the West Acacia Street neighborhood traffic calming plan supported by residents. ID#23-007 Citywide Sidewalk Repair Project, CIP No. 9720 Recommendation: Approve a Resolution to award the Citywide Sidewalk Repair Project CIP No. 9720 to JJR Construction Inc. in the amount of $3,761,531.32 and authorize the Public Works Director to approve contract change orders for additional work up to 25% of the original work quantities of Base Bid No. 1, which equates to $750,000.00 worth of work with the excess availability of budgeted funds. ID#23-008 Master Services Agreements for On-Call Architectural Services Recommendation: Approve a Resolution approving Master Services Agreements with Wald, Ruhnke & Dost Architects, Aetypic, Bureau Veritas, TEF Design and LDA Partners to provide on-call architectural services for various Capital Improvement Program (CIP) projects and authorize the City Manager to execute extensions and/or modifications to the agreements. ID#23-010 Flood Damage Prevention Ordinance Update Recommendation: Approve an Ordinance update to Chapter 9, Article VI, Flood Damage Prevention of the Salinas Municipal Code. ID#23-013 2008 City Standard Plans revision to meet SB 378 Recommendation: Approve a Resolution approving the new Microtrenching Standard Plan 16B into the 2008 Edition of the City of Salinas Standard Plans for the construction of public improvements in the City of Salinas. ID#23-014 Master Services Agreements for On-Call Civil Engineering and Project Management; Traffic & Transportation; and NPDES Support Services Recommendation: Approve Resolution(s) approving Master Services Agreements with BKF Engineers, Harris and Associates, Inc., Wallace Group, and MNS Engineers, Inc. to provide on-call Civil Engineering and Project Management Services; and Master Services Agreements with Kimley-Horn and Associates, Inc.; BKF Engineers; and GHD Inc. to provide on-call Traffic & Transportation Services; and Master Services Agreements with Kimley-Horn and Associates, Inc., BKF Engineers, and Wallace Group to provide on-call NPDES Support Services for various City of Salinas Public Works Capital Improvement Program (CIP) projects. ID#23-017 Annual Subscription Fee for Grayshift Software Recommendation: Approve a Resolution authorizing payment of $30,795 for the annual subscription fee for Grayshift software to cover the period January 27, 2023 through January 26, 2024. ID#23-018 2022 LEMHWA Grant and Agreement with Lexipol Recommendation: Approve a Resolution authorizing acceptance of the 2022 Law Enforcement Mental Health and Wellness Act (LEMHWA) Grant in the amount of $124,960 and authorizing an Agreement with Lexipol for $27,500 for the CordicoShield Law Enforcement Wellness App. ID#23-023 Master Agreement for State Funded Projects Recommendation: Approve a Resolution authorizing the City Manager to execute a Master Agreement Administering Agency-State Agreement for State-Funded Projects. ID#23-024 Professional Service Agreement Renewal with Avolve Software, Inc. Recommendation: Approve a Resolution authorizing renewal of an existing Professional Services Agreement with Avolve Software Inc. through Fiscal Year 2022-23 for Electronic Plan Review Software for an amount not to exceed $101,160. ID#23-025 Bardin Road Safe Routes to School Improvements Project, CIP 9218 Recommendation: Approve Resolutions authorizing the necessary transfer of funds and Contract Change Orders related to the Bardin Road Safe Routes to School Improvement Project. ID#23-026 Modification to the Classification - Salary Schedule, Reclassification and Workforce Allocation Adjustment Recommendation: Approve a Resolution to amend the Classification-Salary Schedule for the adjustment of temporary employee salaries to comply with the state minimum wage pursuant to SB 3, approve reclassifications identified, add new classifications identified, and adjust the authorized workforce allocation for Police Services.
