PUBLIC HEARINGS
ID#23-083 Department Directors Compensation Plan and Modification to the
Classification - Salary Schedule
Recommendation: Approve a Resolution approving the Compensation Plan between the City of Salinas
and the Department Directors and approving a modification to the Classification -
Salary Schedule.
CONSIDERATION
ID#23-072 Community Project Grant Acceptance and Agreements/Direct Purchase of
Technology Systems/Equipment for the Salinas Police Integrated
Technology Project
Recommendation: Approve a Resolution authorizing the acceptance of the Community Project Funding
Grant to be administered by the Department of Justice; authorize the establishment of
the grant appropriation of up to $1,165,000; and approve a Resolution authorizing
service agreements and the direct purchase of Police technology systems and
equipment.

member of the Council or the public requests discussion or a separate vote.

Recommendation: Approve minutes of January 24, 2023.
ID#23-088 Financial Claims
Recommendation: Approve financial claims report.
ID#23-028 Direct Purchase of Hunter Alignment System
Recommendation: Approve a Resolution authorize an additional expenditure of $1,912.85 above an
original quote of $88,250.25 for the purchase of a Hunter Alignment System for a total
purchase price of $90,163.10.
ID#23-039 Salinas Fire Department City Hall Tenant Improvement, CIP No. 9300
Recommendation: Approve a Resolution authorizing the City Manager to execute all outstanding contract
change orders to Premier Builders Inc. for the Salinas Fire Department City Hall Tenant
Improvement, CIP 9300, above the 10% construction contingencies up to an additional
6.5% of the original contract price to complete the project.

Recommendation: Approve a Resolution authorizing a transfer of $100,000 from the General Fund
Infrastructure Maintenance Reserve to Storm Sewer Fund and an increase of $100,000
in the Storm Sewer Fund appropriation for emergency storm drainpipe and sinkhole
repairs; and a replenishment of the General Fund Infrastructure Maintenance Reserve
with funds received from the State of California and/or Federal government.
ID#23-069 Ground Lease with Gold Coast Aviation Service, Inc. at the Salinas
Municipal Airport
Recommendation: Approve a Resolution approving Amendment No. 1 to the ground lease between the
City of Salinas and Gold Coast Aviation Service, Inc.
ID#23-070 Purchase of 2023 Toyota Tacoma SR for the Community Development
Department
Recommendation: Approve a Resolution authorizing the direct purchase of a 2023 Toyota Tacoma SR
truck from Salinas Toyota at a total cost of $30,145.
ID#23-071 Master Services Agreement for On-Call Project Management and Design
Consultant Services
Recommendation: Approve a Resolution approving the Master Services Agreement with CSG Consultants,
Inc (CSG) to provide on-call Project Management and Design Consultant Services for
various City of Salinas capital improvement projects.

properties located at 403 E. Romie Lane (APN 002-622-002-000); 126 John
Street (APN 002-392-022-000), Salinas, California.
